EXECUTIVE SUMMARY:

This staff report asks the City Council to consider providing direction on Councilmember Speake’s request to broaden the Tree Ordinance to include large native trees on all properties except single-family homes and create a process to nominate historic trees that are not on the list.

 

RECOMMENDED ACTION:

That the City Council provides direction on whether it wishes staff to undertake the work required to broaden the City’s Tree Ordinance to include large native trees on all properties except single-family homes and create a process to nominate historic trees that are not on the list.

BACKGROUND & HISTORY:

Council Member Speake submitted this agenda item on August 2, 2023.

 

ANALYSIS:

Staff anticipate this item will take up to 40 hours of staff time to research the information needed for this item and prepare an updated ordinance for Council consideration, at a cost of approximately $3600 in staff time. Should the Council direct staff to proceed with this request, staff will return this item to an upcoming Council meeting for further consideration.

 

FINANCIAL IMPACT:

There is no financial impact associated with this request.

 

ENVIRONMENTAL ANALYSIS:

This action exempt under Section 15061(b)(3) of the Guidelines for the California Environmental Quality Act (CEQA), which states that a project is exempt from CEQA if the activity is covered by the commonsense exemption that CEQA applies only to projects that have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may substantially affect the environment, the activity is not subject to CEQA. This action seeks direction from the Council regarding broadening the City’s Tree Ordinance and has no potential for causing a significant effect on the environment.
