EXECUTIVE SUMMARY:
This staff report asks the City Council to ratify a Maintenance/General Services Agreement in the amount of $117,777.00 with A&Y Company, for the emergency asphalt repair at the intersection of Railroad Street and Violet Street in response to a major watermain break that caused substantial roadway erosion on May 19, 2023.
RECOMMENDED ACTION:
Recommended action
That the City Council:
a. Receive the Notification of Contracted Emergency Asphalt Repair at the intersection of Railroad Street and Violet Street.
b. Ratify the Maintenance/General Services Agreement with A&Y Company of Norco CA, in the amount of $117,777 for performing the emergency asphalt repair at the intersection of Railroad Street and Violet Street.
c. Authorize the City Manager, or his designee, to execute the Maintenance/General Services Agreement with A&Y Company in the amount of $117,777.00 and to issue the corresponding purchase order.
That the Corona Utility Authority review, ratify, and to the extent necessary, direct the City Council to take the above actions.

BACKGROUND & HISTORY:
On the morning of May 19, 2023, a significant watermain break was reported at the intersection of Railroad Street and Violet Street, requiring immediate intervention. The break was notably large, located on a major pipeline, and the repair process was intricate due to the task of isolating the damaged line. The incident involved significant resources and multi-department coordination between the Utilities Department (UD) Infrastructure Division and Public Works Street Division. The repair of the damaged watermain led to the replacement of 192 tons of base that was placed to fill the eroded roadway section. After the watermain isolation, staff repaired the watermain and placed temporary asphalt to open the road back to the public. Given the significant damage and the temporary nature of the initial repair, staff moved forward with an emergency asphalt replacement to avoid disruptions to traffic and potential safety hazards.
ANALYSIS:
UD solicited informal bids from four (4) contractors for the repair and replacement of asphalt. UD received only one bid from A&Y Company. The repair work, which involved approximately 9,557 square feet of existing asphalt and the re-striping of all affected areas with thermoplastic striping, was carefully planned and executed on Saturday, June 10, 2023. The work was also scheduled in a manner to reduce disruption to City residents, primarily conducted over the weekend.
The scope of work conformed to the City’s Standards and included the provision of necessary traffic control measures. The work was carried out with the highest industry standards, ensuring a durable, long-lasting surface capable of withstanding heavy traffic and helping prevent future service disruptions.

FINANCIAL IMPACT:
Funding for the recommended actions is available in the Waterline Infrastructure Capital Improvement Project, No. 71930.
ENVIRONMENTAL ANALYSIS:
This action is categorically exempt pursuant to Section 15301 of the Guidelines for the California Environmental Quality Action (CEQA), which states that “operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the CEQA determination” and is therefore exempt from CEQA. This action involves repairs to existing roadway infrastructure to restore asphalt surface and therefore is exempt from the requirements of CEQA. Therefore, no environmental analysis is required.
