EXECUTIVE SUMMARY:

This staff report asks the City Council to approve the Professional Services Agreement with KWC Engineers in the amount of $820,325 for the design and engineering services for the Sierra Del Oro Lift Station and Pipelines Project, No. UT-2015-01. The project will expand sewer pumping capacity in the area to accommodate influent peak sewer flows from the existing and future developments in the west areas of Corona.

 

RECOMMENDED ACTION:

Recommended action                     

That the City Council:

 

a.                     Approve the Professional Services Agreement with KWC Engineers for design and engineering services, for a term of 30 months, August 2, 2023, through February 1, 2026, in the amount of $820,325 and waive any and all minor irregularities in the proposal.

 

b.                     Award Request for Proposal 23-070SB to KWC Engineers for design and engineering services for the Sierra Del Oro Lift Station and Pipelines Project, No. UT-2015-01.

 

c.                     Authorize the City Manager, or his designee, to execute the Professional Services Agreement with KWC Engineers in the amount of $820,325, including any non-substantive extensions, change orders, purchase orders, and amendments up to the amount authorized in Corona Municipal Code Section 3.08.070(I), which is equivalent to 10% or $82,033.

 

That the Corona Utility Authority review, ratify, and to the extent necessary, direct the City Council to take the above actions.

BACKGROUND & HISTORY:

The existing Sierra Del Oro Lift Station was constructed in 1987 to facilitate conveying sewer flows from the western end of the City for treatment at the City’s Water Reclamation Facility No. 1. The existing lift station has the capacity to serve existing development, but it does not have adequate capacity to handle the additional sewer flows anticipated from future development. Moreover, the existing lift station has exceeded its design life and needs to be replaced or upgraded.  Some of the sewer lines in the area also lack adequate capacity to convey additional sewer flows and must be replaced or augmented. To meet the sewer capacity requirements and avoid costly refurbishment of the aging lift station, the City plans to replace the existing lift station with a new, larger capacity lift station and replace or augment some of the existing sewer lines. 

 

The existing Sierra Del Oro Lift Station is located at 3851 Palisades Drive on an 80-foot by 30-foot lot adjacent to the BNSF railroad right-of-way. Due to the limited space at the exiting lift station, the new lift station will be located across from the existing lift station on the east corner of Green River Road and Palisades Drive intersection. The locations of the existing and proposed lift stations, as well as the alignment of the associated new sewer lines, are shown in Exhibit 1.

 

Among the future developments, the Green River Ranch Business Park is planned to be developed in the near future. To accommodate additional flows from this development, improvements are needed to the existing Sierra Del Oro Lift Station and its Pipelines. The new lift station will be designed to accommodate the sewer flows from the existing developments and the Green River Ranch Business Park development while allowing the handling of the ultimate future sewer flows.  The sewer line improvements will be designed to handle the additional flows from the Green River Ranch Business Park, whereas the sewer line improvements needed to serve the remaining future developments will be addressed when those developments are planned.

 

The existing pipelines near the lift station must be designed to accommodate the sewer inflows and outflows to and from the new lift station.

 

The new Sierra Del Oro Lift Station will be located on City-owned property, which provides the needed footprint for a larger lift station. The existing lift station will be decommissioned, and its site will be available for other potential uses by the City.

 

ANALYSIS:

Request For Proposals (RFP) 23-070SB for design and engineering services for Sierra Del Oro Lift Station and Pipelines Project was advertised on May 4, 2023, pursuant to Corona Municipal Code Section 3.08.110 Non-public projects formal bidding procedure, and posted on the City’s bidding portal, PlanetBids. On May 16, 2023, eight consultants attended a mandatory pre-proposal meeting held at the project site. On June 12, 2023, four proposals were received through the PlanetBids bidding service.

 

The following is a summary of the proposal evaluation results:

 

Based on the proposal evaluation analysis, KWC Engineers’ team possesses the skills and experience necessary to execute the scope of work for the project successfully. The primary factors in the evaluation analysis were the qualifications of the firm’s personnel, experience with similar work, work plan, and project understanding and approach presented in the proposals. Staff recommends that the top firm, KWC Engineers, be retained to perform the environmental clearance and design services.

 

FINANCIAL IMPACT:

Funding for the environmental clearance design services and all other necessary costs is available in the Fiscal Year 2024 Capital Improvement Project (CIP) title “Sierra Del Oro Lift Station and Pipelines” Project, No. UT-2015-01, which has a total available budget of $13,596,761 within the Sewer Capacity Fund 440 and the Sewer  Utility Fund 572.

 

The estimated cost for these services is outlined as follows:

ENVIRONMENTAL ANALYSIS:

These actions are exempt from the California Environmental Quality Action (CEQA), as the actions are not a “project” as defined by CEQA, PRC Section 21065, and CEQA Guidelines Section 15378, guidelines which define a “project” as the whole of an action, which has a potential for resulting in either a direct physical change in the environment, or reasonable foreseeable indirect physical change in the environment, and that is an activity directly undertaking by any public agency including public works construction and related activities. These actions involve the approval of a professional services agreement. Therefore, no environmental analysis is required at this time. After approval of the recommended actions herein, staff will proceed with this project's design and environmental document phase. Any applicable documentation will be prepared and filed at that time.
