EXECUTIVE SUMMARY:
The City of Corona has been working on a five-year plan to make Americans with Disabilities Act (ADA) improvements at thirty-three (33) parks throughout the City of Corona. A Notice Inviting Bids for the Cresta Verde Park Parking Lot ADA Improvements Project was issued on August 4, 2022, and NPG, Inc. of Perris, CA, was the apparent lowest responsive and responsible bidder with a bid submission of $126,239. Staff recommends awarding the Project to NPG, Inc. to proceed with the parking lot improvements to help improve the accessibility of Corona’s parks.

Recommended action
That the City Council:
a. Award Notice Inviting Bids 23-007AS for the Cresta Verde Park-Parking Lot Americans with Disabilities Act Improvements Project, No. 2021-29 to NPG, Inc. of Perris, CA as the lowest responsive and responsible bidder for the total not to exceed the bid amount of $126,239.
b. Authorize the City Manager, or his designee, to execute a contract with NPG, Inc. for $126,239.
c. Authorize the City Manager, or his designee, to negotiate and execute non-substantive extensions, change orders, and amendments up to 10% or $12,624 as authorized in Corona Municipal Code Section 3.08.050(H).
d. Authorize the Purchasing Manager to issue a Purchase Order to NPG, Inc. in the amount of $126,239.

BACKGROUND & HISTORY:
The City of Corona is committed to providing a sense of place for the community and increasing accessibility and equitable access to City services and spaces to help accomplish this Strategic Plan goal. This commitment has been illustrated through a continued investment in much-needed accessibility improvements at Corona’s parks and public facilities. The City is currently working through a five-year plan to address many of the accessibility issues at thirty-three (33) of Corona’s parks that were identified through a prior assessment. Cresta Verde Park is part of the second year of these improvements. The majority of identified improvements were made at Cresta Verde Park earlier this year, and this Project will complete the remaining items by improving access at the parking lot at the Collett Avenue entrance as well as refreshing the parking lot on Brianna Way.
ANALYSIS:
Notice Inviting Bids (NIB) 23-007AS for the Cresta Verde Park-Parking Lot ADA Improvements Project (Project) was issued and posted on the City’s PlanetBids bidding website on August 4, 2022, and it was advertised in the Sentinel Weekly on August 5, 2022. This was done pursuant to Public Contract Code formal bidding procedures and Corona Municipal Code Section 3.08.090. A total of 162 prospective bidders were notified about the Project. Twelve (12) bids were received by the due date and time of September 13, 2022, at 2:00 p.m. The results of the bids are as follows:

As part of the Notice Inviting Bids, bidders had to provide an experience statement with their bid submission listing at least three public agencies that they have performed similar work for within a 100-mile radius of Corona within the last five years. The purpose of the experience statement is to require the contractor to have sufficient resources and experience to perform the work requested in the Notice Inviting Bids, thereby ensuring the City of Corona receives quality services at a competitive price. Failure to comply with the requirement would result in the bidder’s bid being deemed non-responsive. Upon review of the bid submissions, the lowest bidder, NPG, Inc., had the requisite experience. Staff recommends that the City Council award the Project to NPG, Inc. of Perris, CA, in an amount not to exceed $126,239.
FINANCIAL IMPACT:
There is an existing Capital Improvement Project titled “Citywide ADA Improvements” CIP No. 68690. The current available balance in CIP No. 68690 is $2,393,457, which is sufficient for the recommended actions.
ENVIRONMENTAL ANALYSIS:
This action is categorically exempt pursuant to Section 15301 of the Guidelines for the California Environmental Quality Act (CEQA), which states that the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the CEQA determination, and is therefore exempt from CEQA. This action involves the minor alteration of an existing parking lot at a park. Therefore, no environmental analysis is required. Staff has filed a Notice of Exemption with the County of Riverside.
