EXECUTIVE SUMMARY:

This staff report asks City Council to approve a Professional Services Agreement with Alta Planning + Design, Inc., for the total amount of $977,565 for the development of project improvement plans, specifications, and cost estimates for the City of Corona Green Alleys Project. This project will replace damaged pavement with water absorbing permeable pavement, and will clean, beautify, and brighten up several alleyways within the City of Corona.

 

RECOMMENDED ACTION:

Recommended action                     

That the City Council:

 

a.                     Award Request for Proposal 23-022AS for design and engineering services for the City of Corona Green Alleys, Project No. 2022-15 to Alta Planning + Design, Inc., of Los Angeles, CA.

 

b.                     Approve the Professional Services Agreement with Alta Planning + Design, Inc., for a total amount not to exceed $977,565.

 

c.                     Authorize the City Manager, or his designee, to execute the Professional Services Agreement with Alta Planning + Design, Inc., for a term of February 15, 2023, through May 17, 2024, in the amount of $977,565.

 

d.                     Authorize the City Manager, or his designee, to negotiate and execute the non-substantive extensions, change orders, and amendments, up 10% or $97,757, as authorized in Corona Municipal Code 3.08.070(I).

 

e.                     Authorize the City Manager, or his designee, to issue a Purchase Order to Alta Planning + Design, Inc., in the amount of $977,565.

BACKGROUND & HISTORY:

On February 1, 2022, the Public Works Department applied for a Clean California Grant for the Corona Green Alleys Project (“Project”), which consists of replacing damaged pavement with water-absorbing permeable pavement, and cleaning, beautifying, and brightening up several alleyways within the City of Corona. The City was awarded $5,000,000 from Caltrans Clean California Local Grant for the Project, and will provide $715,000 as a local match to implement the alleyway improvements with a condition to deliver the Project by June 30, 2024.

 

The Project meets the Clean California Local Grant Program’s multidimensional goals, which include reducing the amount of trash and debris, rehabilitating and restoring public spaces, enhancing public health by repurposing alleyways as low-stress pedestrian pathways, and advancing equity for underserved communities.

 

ANALYSIS:

The Project furthers the goals of the City’s Strategic Plan by contributing to the development of Sound Infrastructure and a Safe Community. Investment in public facilities, including parks, buildings, equipment, technology, roads, and alleys, help provide sound infrastructure. The Project will also enhance cleanliness and appearance and provide well-illuminated alleyways which provide a safe environment for residents, businesses, and visitors.  The Project aims to improve the City’s multimodal network by installing new permeable pavement, and cleaning and lighting alleys within the historical core of the City. The permeable pavement affords a twofold benefit by replacing broken and failed alley pavement, and by collecting rainwater to recharge the local water table.

 

On November 17, 2022, the City issued a Request for Proposals (RFP) 23-022AS - Corona Green Alleys Project to prospective firms through the City’s PlanetBids portal.  Additionally, the RFP was advertised in the Corona local newspaper, Sentinel Weekly, on November 18, 2022.  A total of 403 firms were notified of the RFP opportunity; 43 firms downloaded the RFP, and two (2) firms submitted proposals for evaluation by the December 20, 2022, deadline. 

 

The evaluation team reviewed the two proposals based on the following criteria: (1) Completeness of Response, (2) Qualifications of Firm, (3) Qualifications of Personnel, (4) Work Plan, Project Understanding and Approach, and (5) Value. The following is a summary of the proposal scoring results:

Based on the proposal scoring analysis, the Alta Planning + Design team possesses the skills and experience necessary to successfully execute the scope of work for the project. Staff recommends awarding a contract to Alta Planning + Design, Inc.

 

FINANCIAL IMPACT:

There is an existing Capital Improvement Project (CIP) titled “City of Corona Green Alleys,” Project No. 77260. This CIP has a total of $5,706,870 in available funding, which is sufficient to support this request.

 

ENVIRONMENTAL ANALYSIS:

This action is exempt pursuant to Section 15061(b)(3) of the Guidelines for the California

Environmental Quality Act (CEQA), which states that a project is exempt from CEQA if the activity is covered by the commonsense exemption that CEQA applies only to projects that have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. The requested action is for the approval of a Professional Services Agreement for the Corona Green Alleys Beautification Project, and there is no possibility that these actions will have a significant effect on the environment.  Therefore, no environmental analysis is required at this time. Any CEQA requirements will be performed at a later stage in the project.
