EXECUTIVE SUMMARY:
This staff report asks for the City Council to approve the construction contract with R C Foster Corporation. The project encompasses constructing new steel piping and a cast-in-place open-top concrete vault with a new magnetic meter, static mixer, and chlorine & ammonia injection downstream from the Lester Plant filters.
RECOMMENDED ACTION:
Recommended action
That the City Council:
a. Approve the Construction Contract with R C Foster Corporation for the Lester Post Disinfection Station, Project No. UT-2013-02 in the amount of $1,849,500.
b. Adopt the Plans and Specifications for the Lester Post Disinfection Station, Project No. UT-2013-02, Notice Inviting Bids 24-071CA.
c. Award Notice Inviting Bids 24-071CA to R C Foster Corporation, the lowest responsive, responsible bidder, for the total bid amount of $1,849,500 and waive any and all minor irregularities in the bidding documents as submitted by said bidder.
d. Authorize the City Manager, or his designee, to execute the with R C Foster Corporation in the amount of $1,849,500, including any non-substantive extensions, change orders, purchase orders, and amendments up to the amount equivalent to 10% or $184,950.
That the Corona Utility Authority review, ratify, and, to the extent necessary, direct the City Council to take the above actions

BACKGROUND & HISTORY:
This project will relocate the post-disinfection injection point onto the 30” filter effluent line between filters and the Chlorine Contact Basin and install two injectors. By completing this CIP, filters 5 and 6 can run independently, which they cannot do in the current configuration. They would have better mixing, effluent metering, and improved chlorine application. Consequences, however, for not completing this project include poor chemical mixing, no combined effluent metering, and fewer options when running filters.
This project was originally advertised for Construction Bid in May 2022 to the Utilities Department’s Pre-Qualified Contractors list. The City received only one (1) bid from Pacific Hydrotech Corporation for $1,929,000. The engineer’s estimate provided at the time was $500,000. Due to inflation uncertainty causing a volatile bidding climate and having received only one bid, the City placed the project on hold to allow construction costs to stabilize.
ANALYSIS:
This Project was re-advertised for bids on March 7, 2024, pursuant to Corona Municipal Code Section 3.08.110, Non-public projects-formal bidding procedure requirements. Five (5) bids were received on April 23, 2024, through the City's PlanetBids bidding service.
AKM Consulting Engineers completed the plans and Specifications for the Lester Post Disinfection Station Project. Kelsey Structural provided a structural review, and city staff gave the final approval. As specified in the bid package, the City shall award the contract for the project to the lowest responsive, responsible bidder, as determined from the lowest total for the Bid Schedule.
The following is a summary of the bid results and the Engineer's Estimate:

Staff has reviewed the bid and recommends awarding the contract to R C Foster Corporation as the lowest responsive, responsible bidder based on the Bid Schedule for a total contract amount of $1,849,500. City staff has reviewed and verified all licenses and references for R C Foster Corporation, and all other documentation is in order.
Upon reviewing the bid results and comparing them with those from May 2022, the lowest bid is $79,500 less. Therefore, staff recommends moving forward with this project without further delay. With the contract award, construction is tentatively scheduled to commence during the winter shutdown of the Lester Treatment Plant.
FINANCIAL IMPACT:
The Lester Post Disinfection Station Capital Improvement Project No. UT-2013-02, within the Water Utility Fund 570, provides funding for the recommended actions and all necessary support services.

ENVIRONMENTAL ANALYSIS:
This action is categorically exempt pursuant to Section 15301(d) of the Guidelines for the California Environmental Quality Action (CEQA), which states that a project is exempt is if the project involves negligible or no expansion of use to the existing facility. This project is relocating the disinfection point along an existing 30” effluent line, with no increase in capacity. A Notice of Exemption will be filed prior to the start of construction.
