EXECUTIVE SUMMARY:

This staff report asks the City Council to approve the award of Request for Proposals No. 22-081RH with AKM Consulting Engineers to provide Construction Management and Inspection Services in the amount of $249,922 for the Western Riverside County Regional Wastewater Authority (WRCRWA) Reclaimed Waterline, Project No. 2017-21 awarded to Ferreira Coastal Construction Company at the City Council meeting on September 7, 2022.  The project will construct a new reclaimed waterline on River Road from the WRCRWA Wastewater Treatment Plant, in the City of Eastvale, to an existing City of Corona 20-inch reclaimed waterline located at the intersection of River Road and Bluff Street in the City of Norco.

 

RECOMMENDED ACTION:

Recommended action                     

That the:

 

a.                     City Council award Request for Proposals No. 22-081RH, to AKM Consulting Engineers, in the amount of $249,922, and waive any and all minor irregularities in the proposal.

 

b.                     City Council authorize the City Manager, or his designee, to execute the Professional Services Agreement with AKM Consulting Engineers in the amount of $249,922.

 

c.                     City Council authorize the City Manager, or his designee, to negotiate and execute non-substantive extensions, change orders, and amendments up to 10% of the professional services agreement, which is equivalent to $24,992.

 

d.                     City Council authorize the Purchasing Manager to issue a Purchase Order to AKM Consulting Engineers in the amount of $249,922.

 

e.                     Corona Utility Authority review, ratify, and to the extent necessary, direct the City Council to take the above actions.

BACKGROUND & HISTORY:

The Western Riverside County Regional Wastewater Authority (WRCRWA) Reclaimed Waterline Project (Project) will include construction of approximately 3,900 linear feet of new 20-inch ductile iron reclaimed waterline and 100 linear feet of new 12-inch Polyvinyl Chloride (PVC) reclaimed waterline, including all necessary connections, hydrant blow-off assemblies, valves, asphalt, and concrete pavement restoration, and related work. The project will be constructed along River Road from the WRCRWA Wastewater Treatment Plant, in the City of Eastvale, to an existing city-owned 20-inch reclaimed waterline located at the intersection of River Road and Bluff Street in the City of Norco. The project location and limits are shown on Exhibit 1.

 

The project will enable the City to more efficiently operate its reclaimed water system by providing additional water storage capabilities and additional sources of reclaimed water to irrigate landscaping with reclaimed water offsetting the use of potable water.

 

ANALYSIS:

RFP No. 22-081RH was advertised on June 15, 2022, initially seeking construction management and inspection services for three projects: 1) Water Reclamation Facility (WRF) No. 2 Odor Control and Flow Equalization, 2) Western Riverside County Regional Wastewater Authority (WRCRWA) Reclaimed Waterline, and 3) Well 22 Piping and Site Improvements. The WRCRWA Reclaimed Waterline is the only project moving forward with construction at this time. The construction bids for the other two projects came in significantly higher than anticipated and will be reevaluated and rebid in the future, and a new RFP for construction management and inspection services will be advertised at a future date.

 

The advertisement for RFP No. 22-081RH was pursuant to Corona Municipal Code Section 3.08.070, the State's Public Projects - Formal Bidding Procedure and Public Contract Code requirements. On July 13, 2022, two (2) proposals were received through the PlanetBids bidding service. A panel of City staff subsequently reviewed the proposals, and the following is a summary of the proposal scoring results:

 

 

Staff believes that AKM Consulting Engineers team possess the skills and experience necessary to successfully execute the scope of work for the project. The construction manager proposed for this project has a successful track record of managing projects of similar nature and complexity; and will be supported by specialty firms with a similar record of success.

 

The Riverside County Flood Control and Water Conservation District will fund 75 percent of the construction management and inspection services, and the remaining 25 percent will be funded by the Bureau of Reclamation Title XVI - Water Reclamation and Reuse Program (Title XVI Program).

 

Construction for this project is tentatively scheduled to commence in November 2022, with completion anticipated in the fall of 2023.

 

FINANCIAL IMPACT:

Funding for construction management, inspection services, and all other necessary costs is available in the Fiscal Year 2023 Capital Improvement Project Budget in the WRCRWA Reclaimed Waterline Project numbers 69710 and 69711 within the Reclaimed Waterline Utility Fund (567) and Water Utility Grant/Agreement Fund (571).

ENVIRONMENTAL ANALYSIS:

This action is exempt pursuant to Section 15061(b)(3) of the California Environmental Quality Act (CEQA) Statute and Guidelines, which states that a project is exempt from CEQA if the activity is covered by the commonsense exemption that CEQA applies only to projects which have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. This action approves a contract for construction management and inspection services, and there is no possibility that this action will have a significant effect on the environment. Any projects associated with these services will go through the CEQA process individually. Therefore, no environmental analysis is needed.
