EXECUTIVE SUMMARY:

This staff report asks City Council to approve the Construction Contract with Augustine General Engineering, Inc. for the Liberty Avenue Waterline Replacement Project. The Liberty Avenue waterline has experienced failures in the last two years causing disruptions in service and flooding. This project will replace the waterline to help ensure water service redundancy for the customers in which it services.

 

RECOMMENDED ACTION:

Recommended action                     

That the City Council:

 

a.                     Adopt Plans and Specifications for the Liberty Avenue Waterline Replacement Project, Drawing No. 23-040U, Notice Inviting Bids 24-044CA.

 

b.                     Award Notice Inviting Bids 24-044CA to Augustine General Engineering, Inc., the lowest responsive, responsible bidder, for the total bid amount of $1,608,437, and waive all minor irregularities in the bidding documents as submitted by said bidder.

 

c.                     Authorize the City Manager, or his designee, to execute the Construction Contract with Augustine General Engineering, Inc., in the amount of $1,608,437, including any non-substantive extensions, change orders, purchase orders, and amendments up 10% or $160,843.70.

 

d.                     Authorize an appropriation in the amount of $258,540 from the Water Utility Fund 570 to the Liberty Avenue Waterline Replacement Capital Improvement Project No. UT-2023-05.

 

That the Corona Utility Authority review, ratify, and to the extent necessary, direct that the City Council take the above actions.

BACKGROUND & HISTORY:

The Utilities Department (UD) infrastructure division operates and maintains the City of Corona’s extensive underground infrastructure, including approximately 849 miles of water mains (including service laterals), 24,319 system/control valves, and 8,776 fire hydrants.

 

UD regularly installs watermains to replace aging pipes to improve system reliability and water quality. The department uses both in-house staff and contractors to install mainlines, modify water distribution systems for new developments, and repair ruptured pipelines. In addition, the staff recognizes that pipeline failures can lead to disruptions in the water supply and require road closures and repairs.

 

The existing 10-inch potable water-main line on Liberty Avenue has experienced failures in the last two years, causing disruptions in service and flooding. The service life of water mains depends on multiple factors such as pipe condition, pH level, abrasion resistance, soil and water resistivity, chloride, sulfate, or acid corrosion, slow crack growth, electrochemical corrosion of steel, and working environment. Native soil conditions, soil compaction, and soil stability can also impact water main degradation. Most of the waterline, which is a cement mortar-lined steel pipe, was originally installed in 1957.

 

ANALYSIS:

The Plans and Specifications for the Liberty Avenue Waterline Installation Project were completed by KWC Engineers and reviewed and approved by the Corona Public Works Director and the County of Riverside. Additionally, because of the proximity to Metropolitan Water District’s (MWD) Lower Feeder, MWD also reviewed and approved the alignment. As specified in the bid package, the City shall award the Contract for the project to the lowest responsive, responsible bidder as determined from the lowest total for the Bid Schedule.

 

On January 31, 2024, the Purchasing Division issued a Notice of Inviting Bids (NIB 24-044CA) following City of Corona Municipal Code (CMC) Section 3.08.110, Non-public projects - formal bidding procedure The NIB was posted on the City’s PlanetBids bidding portal. Bid documents were made available to the City’s 14 pre-qualified pipeline contractors. A total of three bids were received from the following prequalified contractors by the March 7, 2024, deadline.

The contractor will provide all labor, materials, paving, and necessary equipment to install 3,527 linear feet of 12-inch ductile iron pipe with three 1-inch airvacs, nine 6-inch Fire Hydrants, eleven new water services, eleven 12-inch water main valves, one 6-inch gate valve, and one blow-off assembly. The scope of work also includes the abandonment of the failing 10-inch cement mortar-lined steel pipe.

Staff reviewed bids to determine responsiveness to bid requirements and based on their bid, Augustine General Engineering, Inc. was determined to be the lowest responsive bidder. Therefore, staff recommends awarding the Construction Contract to Augustine General Engineering, Inc., for $1,608,437.

 

Project management will be provided by City staff and inspection will be performed by a combination of City’s inspection team and an on-call firm.

 

 

City Staff recommends that City Council award NIB-24-044CA and the Contract to Augustine General Engineering, Inc. in the amount of $1,608,437, as the lowest responsive, responsible bidder for the Liberty Avenue Waterline Replacement Project, Drawing No. 23-040U. All licenses and references for Augustine General Engineering, Inc., have been reviewed and verified by City Staff, and all other required documentation is in order.

 

FINANCIAL IMPACT:

Approval of the recommended actions will result in an appropriation of $258,540 from the Water Utility Fund 570 to Liberty Avenue Waterline Replacement Capital Improvement Project No. UT-2023-05. There is sufficient working capital in the Water Utility Fund 570 for the recommended actions.

ENVIRONMENTAL ANALYSIS:

This action is categorically exempt pursuant to Section 15301 (c) of the Guidelines for the California Environmental Quality Action (CEQA), which states that “operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the CEQA determination,” and is therefore exempt from CEQA. This action involves repairs to existing infrastructure to maintain public health and safety. Therefore, no environmental analysis is required.
