Title
City Council consideration to accept Hazard Mitigation Grant Program funding for the hydroseeding of the Canyon Fire burn scar area within LMD 84-2 Zone 10; to appropriate $32,700 from Landscape Maintenance District 84-2 Zone 10 (Fund 460) for the same; and to adopt Resolution No. 2018-051 designating authorized agents to act on behalf of the City for the purpose of obtaining state and federal funding from the California Governor’s Office of Emergency Services and the Federal Emergency Management Agency for disaster assistance matters.

RECOMMENDED ACTION:
Recommended action
That the City Council:
1. Accept $24,525 in Hazard Mitigation Grant Program (HMGP) funding provided by the California Governor’s Office of Emergency Services (CAL-OES) on behalf of the Federal Emergency Management Agency (FEMA) for the hydroseeding of the Canyon Fire burn area behind Dominguez Ranch Road in Landscape Maintenance District (LMD) 84-2 Zone 10 (Project).
2. Appropriate $32,700 from LMD 84-2 Zone 10 Fund 460 for the above-mentioned project, and increase revenue projections by $24,525 for reimbursement through the HMGP program.
3. Adopt Resolution No. 2018-051 designating the Fire Chief, Deputy Fire Chief, Police Chief, Police Captain, Emergency Services Coordinator, and General Manager as authorized agents for the purpose of obtaining state and federal funding from the California Governor’s Office of Emergency Services and the Federal Emergency Management Agency.

ANALYSIS:
The recent Canyon Fire burned 2,662 acres, heavily impacting our City. Some of these burned areas have highly erosive soils on very steep slopes, including LMD 84-2 within Zone 10. The fire consumed much of the vegetation and soil cover. As the City is responsible for maintaining LMD 84-2 Zone 10, replanting the affected area is a needed mitigation effort to help control erosion, flash flooding, and debris flows by reducing runoff and holding soil in place with regrowth root systems.
Staff applied for and was awarded a federal grant through the Hazard Mitigation Grant Program for the hydroseeding of 200,000 square feet of the burn scar area within LMD 84-2 Zone 10 behind Dominguez Ranch Road. The grant will cover 75% of the cost of the project at $24,525. The City is required to cover the additional $8,175 as their 25% match cost.
The Maintenance Services Department requests authorization to accept this grant, appropriate budget from the LMD 84-2 Zone 10 fund (460) for the $32,700 needed to complete the project and to adopt the resolution which designates authorized agents for all matters pertaining to the State’s disaster assistance program.

This item supports the City’s Strategic Plan Goal 1. Promote Public Safety: Protect our residents and businesses, Objective C. Ensure adequate funding for investments and improvement in infrastructure that support public safety. This project will help mitigate the risks of erosion and debris flow in the Canyon Fire burn area within LMD 84-2 Zone 10.
FISCAL IMPACT:
The recommended action will require an appropriation of $32,700 from Fund 460 LMD 84-2 Zone 10. $24,525 will be reimbursed to the LMD through the approved HMGP grant funding, resulting in a net expense of $8,175 to the fund.
Annual maintenance cost of the area is estimated at $8,000 annually.
