EXECUTIVE SUMMARY:
This staff report asks the City Council to approve a Second Amendment to the Professional Services Agreement with Advanced Professional Engineering Consultants, Inc. for the Water Reclamation Facility No. 1 Boiler Replacement Design Project. This amendment involves an increase in compensation for preparing a structural design for an enforced concrete pad that will support the new boiler skid. This design is critical to ensuring the structural integrity and operational reliability of the new boiler system within the facility.
RECOMMENDED ACTION:
Recommended action
That the City Council:
a. Approve the Second Amendment to the Professional Services Agreement with Advanced Professional Engineering Consultants, Inc. for the Water Reclamation Facility No. 1 Boiler Installation Design Project to increase the total compensation by $12,600 for additional services.
b. Authorize the City Manager, or his designee, to execute the Second Amendment to the Professional Services Agreement with Advanced Professional Engineering Consultants, Inc. for the Water Reclamation Facility No. 1 Boiler Installation Design Project for a total contract amount of $120,000.
c. Authorize the City Manager, or his designee, to issue Change Order No. 2 to Purchase Order P23104 to Advanced Professional Engineering Consultants, Inc. for an additional $12,600, bringing the new total to $120,000.
d. Authorize the City Manager, or his designee, to approve amendments/change orders necessary for the execution of the work, in accordance with the Corona Municipal Code Section 3.08.060(J), up to 10% of the amended contract amount, or $12,000.
That the Corona Utility Authority review, ratify, and to the extent necessary, direct the City Council to take the above actions.

BACKGROUND & HISTORY:
The Water Reclamation Facility No. 1 (WRF1) is vital to the City of Corona's wastewater treatment infrastructure, providing essential sludge processing operations for the community. WRF1 has been operating with a boiler system that has failed multiple times due to several factors. The current boiler’s external location exposes it to environmental factors that accelerate corrosion. This requires frequent maintenance interventions and impedes its ability to consistently deliver the optimal temperature required by all three digesters.
To address these challenges, the City of Corona's Utilities Department (UD) initiated the WRF1 Boiler Installation Design Project. After a thorough proposal evaluation process, the Professional Services Agreement with Advanced Professional Engineering Consultants, Inc. (APEC) was executed on September 26, 2023, for $87,000. The project’s design entailed replacing the existing boiler with two new units to increase the capacity by 33% and ensure that digester requirements were met.
On January 17, 2024, the City Council approved the first amendment to the Professional Services Agreement with APEC for $19,600. This amendment aimed to enhance the existing systems by expanding APEC's scope of services to include additional engineering evaluations crucial for the project's success. The project has made significant progress following the amendment, reaching 90% completion with 90% of plans and specifications for the new boiler system design. However, the initial proposal included two skid-mounted boilers to be housed in an existing building to protect them from the elements.
ANALYSIS:
As the project progressed, it became evident that additional enhancements were needed to ensure the long-term functionality and reliability of the new boiler system. During an evaluation conducted by APEC, they identified the importance of a robust foundation to support the weight and operational demands of the new boilers. Without this structural support, the new boiler system could be at risk of failure, leading to potential safety hazards and operational disruptions.
The proposed Second Amendment to the Professional Services Agreement with APEC addresses the need for a structural design of an enforced concrete pad to support the new boiler skid. The existing concrete slab lacks the proper load-bearing capacity to support the new skid-mounted boilers. This foundation is critical to ensure the durability and stability of the boilers, enhancing both the safety and efficiency of the facility; therefore, staff recommends that the City Council approve the Second Amendment to the Professional Services Agreement in the amount of $12,600, bringing the new total amount to $120,000. This investment in infrastructure is crucial for maintaining WRF1's operational integrity and ensuring its ability to meet the community's wastewater treatment needs effectively.
FINANCIAL IMPACT:
Funding for the recommended actions is available in the Water Reclamation Facility No. 1 Boiler Design Capital Improvement Project No. UT-2023-09 within the Sewer Utility Fund 572.
ENVIRONMENTAL ANALYSIS:
This action is exempt pursuant to Section 15061(b)(3) of the Guidelines for the California Environmental Quality Act (CEQA), which states that a project is exempt from CEQA if the activity is covered by the common sense exemption that CEQA applies only to projects that have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. This action is simply to approve the amendment to a professional services agreement and there is no possibility this will have a significant effect on the environment. Therefore, no environmental analysis is required.
