Body

BACKGROUND & HISTORY:

The City of Corona’s current shooting range is located at Corporation Yard and is operated by the Corona Police Department (PD) to allow for a safe and controlled environment for officer training. The range has begun to show its age and is in need of several repairs to ensure the safety of staff and its officers. Repairs are needed to remove and mine the lead from the facility that has accumulated from the firing of ammunition. In addition, the range requires a significant amount of rubber infill to protect the staff and absorb the ammunition at the back of the range. These repairs are necessary to bring the range back to its original operating condition and provide a safe working environment.

ANALYSIS:

The Police Department and the Community Services Department are proposing to have HCI Environmental and Engineering (HCI) perform the needed cleaning and repairs to bring the range back to a safe working environment and allow for full operations and officer training. HCI is a specialized contractor that has the equipment and resources to professionally and efficiently remove and dispose of the lead found in the Corona PD shooting range. They have crews that can mobilize quickly and remedy the issues so that the range can operate without any safety concerns. They currently serve several public agencies and have a co-operative agreements in place which allows for agencies to utilize their rates. Due to the urgency and nature of this work it is recommended utilizing HCI’s services via an exception to bid process. This will allow for the timely services like cleaning, removal and disposal of the lead to be performed to return the range to a safe working environment for staff.

The current condition of the range poses a significant health hazard to staff and officers utilizing the range. This emergency appropriation in the amount of $79,664.07 would allow for the removal and mining of the lead throughout the facility and replacement of the rubber infill in the ranges hopper system which will safely absorb the ammunition. A summary of the costs is presented below:

FINANCIAL IMPACT:

Approval of the recommended actions will result in an appropriation in the amount of $79,664.07 from the General Fund 110 to the Facility Maintenance Operating Budget within the Community Services Department. There is sufficient fund balance for the recommended actions.
