EXECUTIVE SUMMARY:

The Public Works Department is responsible for maintenance and repair on all first responder fire apparatus equipment. The Department is requesting approval of a Second Amendment of the Maintenance/General Services Agreement with Kalmikov Enterprises, Inc. to increase the total compensation up to $200,000 for the Fiscal Year 2022, extend the contract to June 30, 2024, and approve $200,000 in compensation for each consecutive year to provide repairs and as-needed services for equipment.

 

RECOMMENDED ACTION:

Recommended action                     

That the City Council:

 

a.                     Approve the Second Amendment to the Maintenance/General Services Agreement with Kalmikov Enterprises, Inc., dba Fire Apparatus Solutions, to increase the total compensation to $200,000 for Fiscal Year 2022, extend the Agreement through Fiscal Year 2024 and approve $200,000 for each consecutive fiscal year to provide fire apparatus equipment repairs and services.

 

b.                     Authorize the City Manager, or his designee, to execute the Second Amendment to the Maintenance/General Services Agreement with Kalmikov Enterprises, Inc., dba Fire Apparatus Solutions for a total contract amount of $200,000 per year for Fiscal Year 2022, 2023, and 2024.

 

c.                     Authorize the Purchasing Manager to issue Change Order No. 2 to Purchase Order B220496 to Fire Apparatus Solutions in the amount of $200,000 and extend the contract term to June 30, 2024.

 

d.                     Authorize the City Manager, or his designees, to negotiate and execute non-substantive extensions, change orders, and amendments necessary for the execution of the work in accordance with Corona Municipal Code Section 3.08.060(J), up to $20,000 or 10% of the amended contract amount.

BACKGROUND & HISTORY:

The Public Works Department, Fleet Services Division, is responsible for the maintenance and repair of fire apparatus equipment. The City utilizes multiple vendors to complete required repairs and maintenance services on these units to keep them fully operational for emergency response purposes. The City has used Fire Apparatus Solutions for many years for these services. KME Fire Apparatus is the manufacturer of the majority of the apparatus in the Fleet, and Fire Apparatus Solutions is an authorized warranty repair vendor for KME. Fire Apparatus Solutions also has a proven track record for conducting difficult and nuanced repairs on the equipment. Fire Apparatus Solutions, in particular, has recently completed required repairs on equipment that could not be performed or completed by other vendors.

 

ANALYSIS:

Last year, the Fleet Division was under the Department of Water and Power. Only $100,000 was approved under the Maintenance/General Services Agreement with Fire Apparatus Solutions until a further evaluation of continuing the contract could be determined by the Public Works Department. With the completion of the reorganization, staff has determined that there is a need for increased maintenance and repair services of the City’s fire apparatus through the contract with Fire Apparatus Solutions. The purchase order with Fire Apparatus Solutions for $100,000 is nearly exhausted. Staff recommends an increase in the total compensation for Fire Apparatus Solutions by an additional $100,000 for a total compensation of $200,000 for Fiscal Year 2022. Further, staff recommends extending the Agreement through Fiscal Year 2024, and approving $200,000 for each Fiscal Year to meet the City’s needs for repairs and services to its fire apparatus. The City expended an average of $150,000 per year on repairs and services from 2019-2021. The Public Works Department is requesting a Second Amendment to increase the purchase order up to $200,000 for the current fiscal year, extend the agreement for two additional fiscal years, and approve $200,000 for each of the two consecutive years until June 30, 2024. With the growing fire seasons in Southern California expected to start sooner and last longer, the Fleet Division has an urgent need to ensure that all equipment is fully operational and ready for use.

 

FINANCIAL IMPACT:

Funding for the recommended action is included in the Fiscal Year 2022 Public Works Department’s operating budget in the Fleet Operations Fund 682. Funding in future years will be recommended through the budget process.

 

ENVIRONMENTAL ANALYSIS:

This action is exempt pursuant to Section 15061(b)(3) of the Guidelines for the California Environmental Quality Act (CEQA), which states that a project is exempt from CEQA if the activity is covered by the general rule that CEQA applies only to projects that have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. This action approves an agreement to provide repairs and as-needed services. Since there is no possibility that adopting this action will have a significant effect on the environment, no environmental analysis is required.
