EXECUTIVE SUMMARY:
This staff report asks City Council to consider the approval of a Professional Services Agreement with Eurofins Eaton Analytical, LLC for laboratory services. The existing agreement with the current contracted laboratory will end on June 30, 2024. A new agreement for laboratory services is required to ensure continued compliance with State and Federal drinking water standards.
RECOMMENDED ACTION:
Recommended action
That the City Council:
a. Award Request for Proposals No. 24-048AT for Bacteriological Laboratory Wastewater and Potable Water Analysis to Eurofins Eaton Analytical, LLC, in the amount of $944,700, for an initial term of July 1, 2024, to June 30, 2025, with 5 optional 1-year extensions.
b. Authorize the City Manager, or his designee, to execute the Professional Services Agreement with Eurofins Eaton Analytical, LLC in the amount of $944,700, including any non-substantive extensions, change orders, purchase orders, and amendments up to the amount authorized by Corona Municipal Code Section 3.08.070(I), which is equivalent to 10% or $94,470.
That the Corona Utility Authority review, ratify, and to the extent necessary, direct that the City Council take the above actions.

BACKGROUND & HISTORY:
The Utilities Department Treatment Plants are governed by State Water Resources Control Board and Environmental Protection Agency (EPA) regulations and permits. Facility-specific permits lists requirements for sampling frequency and type. The Utilities Department Drinking Water staff collect an average of 403 samples each month that are then sent to the laboratory to be analyzed. The Water Reclamation Division employs the laboratory to collect an average of 776 samples per month, which are then sent to the laboratory to be analyzed. The Drinking Water division pumps, treats, blends, and delivers an average of 603 Million Gallons (MG) of water a month. The Water Reclamation division treats an average of 373 MG of wastewater monthly and produces an average of 306 MG of tertiary-treated reclaimed water monthly.
ANALYSIS:
On February 8, 2024, the City of Corona issued Request for Proposals (RFP) 24-048AT for Chemical and Bacteriological Laboratory Analysis. The RFP was posted on the City of Corona bid platform, PlanetBids, pursuant to Corona Municipal Code Section 3.08.110 Non-public projects formal bidding procedure. A total of 61 vendors were notified and three firms submitted proposals.
The evaluation of the proposals was based on five criteria: Qualification of Firm, Qualifications of Personnel, Work Plan/Project Understanding and Approach, Completeness of Response, and Value.

The proposal from Eurofins Eaton Analytical, LLC, (Eurofins) scored the highest for water and wastewater services. Further, Eurofins has been providing laboratory services to the Utilities Department since 2013. Eurofins works with the City to ensure timely completion of all required laboratory analysis. In addition to routine samples, there are times when special samples are needed for operational purposes, and Eurofins has handled all new requests with professionalism and to the highest standard.
Eurofins will provide water, reclaimed water, and wastewater services for $944,700 for the initial contract term with five optional one-year extensions.
FINANCIAL IMPACT:
Funding for the recommended actions has been included in the Proposed Fiscal Year 2025 Utilities Department’s operating budget. Funding in future years will be recommended through the annual budget process.
ENVIRONMENTAL ANALYSIS:
This action is exempt pursuant to Section 15061(b)(3) of the Guidelines for the California Environmental Quality Act (CEQA), which states that a project is exempt from CEQA if the activity is covered by the commonsense exemption that CEQA applies only to projects that have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. This action involves laboratory sampling and testing of water and wastewater samples, and there is no possibility that the recommended actions will have a significant effect on the environment. Therefore, no environmental analysis is required.
