EXECUTIVE SUMMARY:

This staff report asks City Council to approve a Maintenance/General Services Agreement in the amount of $212,237 with Augustine General Engineering for the sewer main replacement in the alleyway south of West 10th Street between South Belle Avenue and Washburn Avenue.

 

 

RECOMMENDED ACTION:

Recommended action                     

That the City Council:

 

a.                     Approve the Maintenance/General services agreement with Augustine General Engineering of Alta Loma, CA, to perform a sewer main replacement on South Belle Avenue in the amount of $212,237.

 

b.                     Authorize the City Manager, or his designee, to execute the Maintenance/General Services Agreement with Augustine General Engineering for a total contract amount of $212,237, including any non-substantive extensions, change orders, purchase orders, and amendments up to $21,223 or 10% of the original contract amount as authorized by Corona Municipal Code Section 3.08.060(J).

 

That the Corona Utility Authority review, ratify, and to the extent necessary, direct the City Council to take the above actions.

BACKGROUND & HISTORY:

The Utilities Department (UD) operates and maintains over 400 miles of sewer mains (including service laterals), over 5000 manhole structures, and treats 13.5 million gallons per day (on average).

The Utilities Department’s underground infrastructure consists of pipelines that vary in size, type, and age. A significant portion of the sewer mains are comprised of vitrified clay pipe (VCP) that was installed during the mid-1900’s. Vitrified clay pipes have a longer life expectancy than other materials, but actual service life depends largely on working environment.

A failure of a sewer pipeline can lead to disruptions in the sewer collection system, sanitary sewer spills, and inconvenience to customers. The Utilities Department has an ongoing program to monitor and inspect the condition of the City’s sanitary sewer collection system using closed circuit television (CCTV) technology. The inspection is performed by placing a camera, mounted on tracks, inside a sewer pipe and remotely guiding it through the length of the pipe to identify structurally damaged sewer mains for repair or replacement.

This preventive maintenance practice identified approximately 380 linear feet of VCP in the alleyway southwest of 10th Street between South Belle Avenue and Washburn Avenue that is in need of replacement.

 

ANALYSIS:

The sewer main was installed in 1954. Due to multiple fractures, tap breaks that have pushed too far into the main line (intruding) and separated joints on the sewer line, it is recommended by the Utilities Department to move forward with the immediate sewer main replacement on the alleyway Southwest of 10th Street between South Belle Avenue and Washburn Avenue in accordance with the Corona Municipal Code (CMC) Section 3.08.140(E) provisions.

 

The Utilities Department solicited bids from three (3) on-call contractors for the sewer main replacement. Staff received the following bids:

The contractor will provide all labor, materials, paving, and necessary equipment to install 380 linear feet of a 6-inch SRD-26 polyvinyl chloride (PVC) pipe, also known as SDR-26 with sixteen (16) 4-inch sewer services on South Belle Avenue.  The scope of work and estimated construction cost for the installation of the new sewer main on South Belle Avenue, in accordance with City Standards, includes the abandonment and removal of the failing 6-inch vitrified clay pipe. A breakdown of the construction cost submitted by Augustine General Engineering is as follows:

Staff believes it is in the best interest of the City to complete the sewer main replacement on South Belle Avenue at this time and maintain the operability of the sewer collection system.  Therefore, staff recommends that the City Council approve the agreement for sewer main replacement with Augustine General Engineering.

 

FINANCIAL IMPACT:

Funding for the recommended action is available in the Sewer Main Rehabilitation at Various Locations Capital Improvement Project No. UT-2024-02 within the Sewer Utility Fund (572).

 

ENVIRONMENTAL ANALYSIS:

This action is categorically exempt pursuant to section 15301 of the guidelines for the California Environmental Quality Action (CEQA) which states that “operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the CEQA determination” and is therefore exempt from CEQA. This action involves repairs to existing infrastructure to maintain public health and safety and therefore is exempt from the requirements of CEQA. Therefore, no environmental analysis is required.
