EXECUTIVE SUMMARY:
This staff report asks the City Council to approve the Final Tract Map for Tentative Tract Map 38277 (TTM 38277) and approve the security agreements for the landscape improvements and survey monuments. Arantine Hills Holdings LP, the applicant, is prepared to process the final map for recordation at the County of Riverside. The recordation of the tract map will allow the owner to develop the site for for-sale, single family residential condominiums.

That the City Council:
a. Accept the Final Map for Tentative Tract Map 38277.
b. Authorize the Mayor to execute Landscape Improvement, and Survey Monumentation Agreements between the City and Arantine Hills Holdings LP, A Delaware Limited Partnership.

BACKGROUND & HISTORY:
TTM 38277 is a subdivision of approximately 34.27 acres into 13 numbered lots and 19 lettered lots for residential condominium purposes. The project site is part of the Bedford Community located south of Eagle Glen Parkway and west of Interstate 15. The zoning of the project site is Medium Density Residential (MDR) of the Arantine Hills Specific Plan and facilitates the construction of 118 single-family residential condominium units, which include private streets, open space, and private parks. TTM 38277 was approved by the City Council on January 4, 2023.
ANALYSIS:
The applicant is seeking approval of the Final Map pursuant to Section 33485(a) of the California Government Code. The applicant has entered into improvement agreements with the City to guarantee the construction of required improvements associated with the development. The improvements include public and private infrastructure consisting of street, storm drain, sewer, potable water, reclaimed water, and landscape facilities. Additionally, the applicant will enter into an agreement to guarantee the placement of all survey monuments specified by TTM 38277.

All conditions imposed upon TTM 38277 have been met pursuant to Section 66473.5 of the California Government Code, including provisions for the design and improvement of the proposed subdivision. The City is working with the Developer to complete the Covenant, Conditions, and Restrictions (CC&Rs) and Disclosure notice for the project. The Developer has agreed to record the CC&Rs and Disclosure Notice concurrently with map recordation.
The discharge of waste into the City’s sewer system from the proposed tract, when developed, will not result in a violation of existing requirements prescribed by the Santa Ana Regional Water Quality Control Board, pursuant to Division 7 (commencing with Section 13000) of the Water Code.
FINANCIAL IMPACT:
All applicable fees in the amount of $1,900,125 have been paid by the developer which includes Development Impact Fees that are due prior to the recordation of the map.
ENVIRONMENTAL ANALYSIS:
The project was previously evaluated by an Environmental Impact Report that was certified pursuant to CEQA Sections 15162 and 15163 of the State Guidelines for Implementing the California Environmental Quality Act in 2012, and the Supplemental Impact Report adopted in 2016. Therefore, no further environmental analysis is required to reduce the amount of the project’s posted securities.
