EXECUTIVE SUMMARY:
This staff report asks City Council to approve the Professional Services Agreement (PSA) with PBK Architects, Inc for the Fire Station Rebuild Project No. 2022-04 for a total amount not to exceed $792,000. The City of Corona received federal relief funding from the COVID-19 pandemic through the American Rescue Plan Act (ARPA). City Council previously approved a $10 million allocation for the Fire Station Rebuild Project. This PSA will start the planning and design phase of the project.
RECOMMENDED ACTION:
Recommended action
That the City Council:
a. Award Request for Proposals 23-012AC for professional design and engineering services for the Fire Station Rebuild Project No. 2022-04 to PBK Architects, Inc. (PBK) of Rancho Cucamonga, CA.
b. Approve the Professional Services Agreement with PBK for a total amount not to exceed $792,000.
c. Authorize the City Manager, or his designee, to execute a Professional Services Agreement with PBK for a term of January 4, 2023, through December 31, 2026, in the amount of $792,000.
d. Authorize the City Manager, or his designee, to negotiate and execute non-substantive extensions, change orders, and amendments up to 10% or $79,200 as authorized in Corona Municipal Code Section 3.08.070(I).
e. Authorize the City Manager, or his designee, to issue a Purchase Order to PBK in the amount of $792,000.

BACKGROUND & HISTORY:
The City of Corona’s Strategic Plan commits to both strengthening the City’s infrastructure and providing for a safe community. The City of Corona has had seven fire stations built over the past 70 years. Fire Station No. 2 was built in 1961, with an expansion to the station completed in 1996. Fire Station No. 2 houses a large number of staff and equipment, as it is a battalion headquarters. This includes a battalion chief, an engine company, a truck company, and urban search and rescue units. The current fire station facilities at this site are inadequate to support all these functions and the equipment required. Replacing the outdated fire station will help the City meet Strategic Plan goals by making necessary investments in public safety infrastructure to ensure the Fire Department can continue to respond to residents in an effective and efficient manner.
In 2021, the American Rescue Plan Act (“ARPA”) was approved by the Federal government in response to the COVID-19 pandemic to respond to the public health emergency and help to offset negative economic impacts. ARPA appropriated almost $220 billion, $130 billion of which was designated for cities and counties. The City of Corona received an allotment of $29 million to use for this purpose. At the City Council Fall Workshop held on September 29, 2021, City Council provided direction on options to allocate this funding for specific projects. Based upon the need to maintain infrastructure and public safety, the City Council approved a $10 million appropriation to a project titled Fire Station Rebuild. Fire Station No. 2, as shown in Exhibit 1, was selected as the station to be rebuilt based on the needs of Station No. 2.
ANALYSIS:
On April 12, 2022, the City of Corona issued a Request for Qualifications (RFQ) for Fire Station No. 2 Rebuild Design Services to solicit Statements of Qualifications from firms to provide professional planning, architectural, engineering, and interior design services for the preparation of construction plans and specifications. A total of seventeen (17) consultants were contacted regarding the RFQ, and City staff directly reached out to several firms identified as potential fits based on research. The City received responses from nine (9) firms. An evaluation team of City staff reviewed the submissions and identified seven (7) firms as having met the qualifications and requested expertise.
Request for Proposals (RFP) 23-012AC for the Fire Station No. 2 Rebuild Design Services (Project) was subsequently issued and advertised in the Sentinel Weekly on October 21, 2022, and posted on the City’s PlanetBids bidding website on October 24, 2022, pursuant to Corona Municipal Code Section 3.08.110. The seven (7) pre-evaluated prospective consultants were notified about the project. Three (3) proposals were received by the due date and time of November 22, 2022, at 5:00 p.m.

The proposals were evaluated by both Public Works and Fire Department staff based upon the completeness of the response, qualifications of the firm, qualifications of the personnel, project understanding and approach, and the overall value of the proposal and reasonableness of cost. Based upon the evaluation and reference check, PBK was the highest rated firm for the proposed services, and City staff recommends awarding the contract to PBK in the amount of $792,000.
COMMITTEE ACTION:
This item was presented to the Committee of the Whole on July 13, 2022, as part of an overall update on the Fire Station Rebuild Project.
FINANCIAL IMPACT:
There is an existing Capital Improvement Project titled “Fire Station Rebuild Project,” CIP No. 76720. The current available balance in CIP No. 76720 is $9,981,234, which is sufficient to support this request.
ENVIRONMENTAL ANALYSIS:
This action is categorically exempt pursuant to Section 15061(b)(3) of the Guidelines for the California Environmental Quality Act (CEQA), which states that a project is exempt from CEQA if the activity is covered by the commonsense exemption that CEQA applies only to projects that have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. This action is for engineering and design consulting services for the Fire Station Rebuild Project, and there is no possibility that adopting this resolution will have a significant effect on the environment. Therefore, no environmental analysis is required at this time. Any CEQA requirements will be performed at a later stage in the project.
