EXECUTIVE SUMMARY:

This staff report asks the City Council to approve the Professional Services Agreement with Dudek for $899,335 to prepare a Sewer Master Plan (SMP) update and Program Environmental Impact Report (PEIR) for the City of Corona. The Project will develop a 10-year and 20-year Capital Improvement Program (CIP) and its associated Program Environmental Impact Report (PEIR) to upgrade the City’s aging sewer system infrastructure and keep pace with its growth.

 

RECOMMENDED ACTION:

Recommended action                     

That the City Council:

 

a.                     Approve the Professional Services Agreement with Dudek to prepare a Sewer Master Plan Update and Program Environmental Impact Report for a term of approximately three years, May 15, 2024, through June 30, 2027, in the amount of $899,335 and waive any and all minor irregularities in the proposal.

 

b.                     Award Request for Proposal 24-028AT to Dudek to prepare a Sewer Master Plan Update and its associated Program Environmental Impact Report for the City.

 

c.                     Authorize the City Manager, or his designee, to execute the Professional Services Agreement with Dudek in the amount of $899,335 including any substantive extensions, change orders, purchase orders, and amendments up to the amount authorized in Corona Municipal Code Section 3.08.070(I), which is equivalent to 10% or $89,933.

 

That the Corona Utility Authority review, ratify, and to the extent necessary, direct the City Council to take the above actions.

BACKGROUND & HISTORY:

City staff desires to prepare a Sewer Master Plan (SMP) update to serve as a roadmap for the City’s long-range capital improvement program by addressing its aging sewer system infrastructure and keeping pace with the City’s growth. The project includes preparing a Program Environmental Impact Report (PEIR) per the California Environmental Quality Act (CEQA).

 

The City’s previous SMP was prepared in 2005. There have been changes to the City’s sewer infrastructure since the completion of the 2005 SMP, including the addition of sewer systems, both private and public, for new developments and implementation of Capital Improvement Program (CIP) projects recommended in the 2005 SMP.

 

The City’s sewer service area covers about 39 square miles serving the businesses and residents within the city boundaries. In addition, the City serves a few properties within the unincorporated communities of Coronita and El Cerrito. There are a few areas within the unincorporated areas that are expected to be developed and served by the City. There are also areas with septic systems within the city boundaries and the City’s Sphere of Influence that are expected to be converted and served by the City’s sewer system. Exhibit 1 shows the City’s sewer service area and its Sphere of Influence.

 

Pursuant to the latest California Environmental Quality Act (CEQA) Statute and Guidelines, the City must prepare a PEIR to obtain approval and formal adoption of the SMP update. The PEIR is an informational document that provides an overview of the projects to be identified in the SMP update, and their impacts in terms of air quality, biological resources, cultural resources, geology, soils, greenhouse gas emissions, hazards and hazardous materials, hydrology and water quality, visual aesthetics, land use, noise, and any other impact deemed necessary for the study. The PEIR will be prepared for a long-term program and projects identified in the SMP update before the details of each project are developed. This PEIR will serve as an environmental document that focuses on the overall effects of implementing the SMP update as a plan to provide a reliable sewer collection system in the future. Completion of this PEIR is a requirement to obtain federal funding for any of the CIP projects identified in the SMP update.

 

ANALYSIS:

On October 25, 2023, staff posted a Request For Proposals (RFP) for Environmental and Engineering Design Services to prepare a SMP update and PEIR on the City of Corona’s bid platform, PlanetBids.  This was done pursuant to Corona Municipal Code Section 3.08.110 non-public projects formal bidding procedure. A total of six hundred seventy-nine (679) registered City of Corona prospective bidders were notified.  On November 2, 2023, six (6) consultants attended a non-mandatory pre-proposal meeting held via Teams Meeting. On January 9, 2024, three (3) proposals were received through the PlanetBids bidding service.

 

The following is a summary of the proposal evaluation results:

 

 

The primary factors in the evaluation analysis were the qualifications of the firm’s personnel, experience with similar work, work plan, and project understanding and approach presented in the proposals. Staff recommends that the top firm, Dudek, be retained to perform the engineering and environmental services. Based on the proposal evaluation analysis, Dudek’s team possesses the skills and experience necessary to execute the scope of work for the project successfully.

 

FINANCIAL IMPACT:

Funding for the recommended actions is available in the Sewer Master Plan Update Program EIR Operating and Maintenance Project No. 77630 within the Sewer Utility Fund 572.

 

The estimated cost for planning services is outlined as follows:

ENVIRONMENTAL ANALYSIS:

These actions are exempt from the California Environmental Quality Action (CEQA), as the actions are not a “project” as defined by CEQA, PRC Section 21065, and CEQA Guidelines Section 15378, guidelines which define a “project” as the whole of an action, which has a potential for resulting in either a direct physical change in the environment, or reasonable foreseeable indirect physical change in the environment, and that is an activity directly undertaking by any public agency including public works construction and related activities. These actions involve the approval of a professional services agreement. Therefore, no environmental analysis is required at this time. A PEIR will be prepared as part of the scope of work for this project.
