EXECUTIVE SUMMARY:

This staff report asks the City Council to approve the Construction Contract with Weber Water Resources CA, LLC for the Well 14A Rehabilitation Project, No. 2023-04. The project will allow Well 14A to be returned to production, reducing the City’s reliance on expensive Metropolitan Water District water by an estimated 500 gallons per minute.

 

RECOMMENDED ACTION:

Recommended action                     

That the City Council:

 

a.                     Approve the Construction Contract with Weber Water Resources CA, LLC for the Well 14A Rehabilitation Project, No. 2023-04, in the amount of $882,400.

 

b.                     Adopt Plans and Specifications for the Well 14A Rehabilitation Project, No. 2023-04, Notice Inviting Bid 23-074CA.

 

c.                     Award Notice Inviting Bids 23-074CA to Weber Water Resources CA, LLC the lowest responsive, responsible bidder, for the total bid amount of $882,400, and waive any and all minor irregularities in the bidding document as submitted by the said bidder.

 

d.                     Authorize the City Manager, or his designee, to execute the Construction Contract with Weber Water Resources CA, LLC in the amount of $882,400, including any non-substantive extensions, change orders, purchase orders, and amendments up to the amount authorized by Corona Municipal Code Section 3.08.060(J) which is equivalent to 10% or $88,240.

 

That the Corona Utility Authority review, ratify, and to the extent necessary, direct that the City Council take the above actions.

 

Body

BACKGROUND & HISTORY:

Well 14A, located at 1200 West 10th Street in Corona (Exhibit 1), was constructed prior to 1936. The City ceased groundwater production at this well in 2021 due to the high turbidity and silt density from the corroded casing.  City staff utilized Civiltech and Engeo to design the rehabilitation of this well by refilling grout to certain depth below surface to seal these areas from surface contamination and replacing the existing screen and casing with stainless steel material. Once this project is completed, the City will set up another capital improvement project to design a new pump based on the production capacity, which shall allow groundwater to be pumped to the newly constructed Mangular Blending Facility to produce potable water for the City’s water system.

 

Construction is tentatively scheduled to commence in September 2023, with completion anticipated in January 2024.

 

ANALYSIS:

The Plans and Specifications for the Project were completed by Civiltech and Engeo and reviewed by City staff. As specified in the bid package, the City shall award the contract for the Project to the lowest responsive, responsible bidder as the determined from the lowest total for the Bid Schedule.

 

The Project was advertised for bids on May 10, 2023, pursuant to Corona Municipal Code section 3.08.110, Non-public projects formal bidding procedure, and purchasing policy through the City’s PlanetBids bidding portal. Three prospective contractors attended the pre-bid conference held at the project site, and on June 7, 2023, one (1) bid was received through the PlanetBids bidding service. 

 

The following is a summary of the bid results and the Engineer’s Estimate:

 

 

Water well work is a specialized construction with a small niche of contractors.  In consideration of the need for additional groundwater production and the contractor’s familiarity of City’s requirements, staff recommends moving forward with the construction award for this project.

 

Staff has reviewed the bid and recommends awarding the contract to Weber Water Resources CA, LLC (Exhibit 2) as the lowest responsive, responsible bidder based on the Bid Schedule for a total contract amount of $882,400. All licenses and references for Weber Water Resources CA, LLC have been reviewed and verified by City staff, and all other documentation is in order.

 

Construction is tentatively scheduled to commence in August 2023, with completion anticipated in November, 2023.

 

FINANCIAL IMPACT:

Funding for the recommended actions and support services are available in the Fiscal Year 2023 Capital Improvement Plan (CIP) for the Repipe Well 14 Project, No. 68260, which has a budget of $1,979,528 in the Water Utility Fund 570. 

 

The estimated construction costs for the project are outlined as follows:

ENVIRONMENTAL ANALYSIS:

This action is categorically exempt pursuant to Section 15302 of the Guidelines for the California Environmental Quality Act (CEQA), which states that Class 2 consists of replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced. This project merely replaces an existing well to bring it back into operation.  A Notice of Exemption will be filed prior to the start of construction.
