RESOLUTION AUTHORIZING THE SUBMITTAL OF APPLICATIONS FOR ALL CALRECYCLE GRANTS FOR WHICH THE CITY OF CORONA IS ELIGIBLE

EXECUTIVE SUMMARY:
This staff report asks the City Council to adopt a Resolution that will allow the City to submit applications to the Department of Resources Recycling and Recovery (CalRecycle) for all grants that the City is eligible for over the next five years.
RECOMMENDED ACTION:
Recommended action
That the City Council:
a. Adopt Resolution No. 2003-114, authorizing the submittal of applications for all CalRecycle Grants for which the City of Corona is eligible.
b. Authorize the City Manager, or his designee, to execute any documents necessary to implement and secure payment.
c. Authorize an appropriation to the Utilities Department operating budget as part of the Solid Waste & Recycling Program and an estimated revenue increase of approximately $275,781, actual costs to be determined, to the Residential Refuse and Recycling Fund (260).

BACKGROUND & HISTORY:
Senate Bill (SB) 1383 went into effect on January 1, 2022, and requires jurisdictions to reduce organic waste disposal in landfills by 75% by the year 2025 based on 2014 disposal levels. SB 1383 requires that all local businesses and residents sort their organic waste, including food waste and green waste, from their trash and place it into an organic waste container. Additionally, SB 1383 also requires jurisdictions to educate its residents and businesses on this requirement, procure recovered organic waste products such as compost, establish an Edible Food Recovery Program, and implement new measures for reducing contamination in their waste streams, to name a few.
ANALYSIS:
CalRecycle released a notice for SB 1383 Local Assistance Grant Program cycle for Fiscal Year 2022-2023 to aid local jurisdictions in the implementation of regulation requirements of SB 1383. Funds for these grants are distributed on a per capita basis for various recycling and organic waste recycling activities. The City of Corona received funds in Fiscal Year 2022 from the first cycle of SB 1383 Local Assistance Grant Program. Funds have been used for purchasing education & outreach material, including bill inserts and flyers that are provided to residents, and countertop kitchen caddies that residents can use to collect food scraps and other organic waste that is generated in their homes to keep it separate from their trash, and meet the procurement target for 2023.
The Utilities Department plans to submit an application for this SB 1383 Implementation grant to expand recycling and organic waste recycling programs. Funds can be used for additional education and outreach material, meet the City’s SB 1383 annual Procurement targets for 2024 and 2025, and support the City’s Edible Food Recovery program by providing local Edible Food Generators with the necessary tools to implement a successful food donation program.
FINANCIAL IMPACT:
It is anticipated the City will receive an estimated award of $275,781 from the State. The actual award amount will be announced in the Spring of 2024 and the respective budgets will be updated once the funds are received.
ENVIRONMENTAL ANALYSIS:
This action is exempt pursuant to Section 15061(b)(3) of the Guidelines for the California Environmental Quality Act (CEQA), which states that a project is exempt from CEQA if the activity is covered by the common sense exemption that CEQA applies only to projects that have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. This action is to adopt Resolution No. 2023-114 authorizing the submittal of applications for all CalRecycle Grants for which the City of Corona is eligible. There is no possibility that adopting this Resolution will have a significant effect on the environment. Therefore, no environmental analysis is required.
