EXECUTIVE SUMMARY:
This staff report asks the City Council to approve the Construction Contract with Interior Demolition, Inc. for the City Park Pool and Building Demolition Project, No. FC-2023-08. The project will demolish two restrooms, the pool house, pool, storage tank, and metal storage building at City Park to remove inoperable facilities and provide a clean slate for the upcoming City Park Revitalization Project.
RECOMMENDED ACTION:
Recommended action
That the City Council:
a. Approve the Construction Contract with Interior Demolition, Inc. for the City Park Pool and Building Demolition Project, No. FC-2023-08, in the amount of $351,880.
b. Adopt the Plans and Specifications for the City Park Pool and Building Demolition Project, No. FC-2023-08, Notice Inviting Bids 24-049AS.
c. Award Notice Inviting Bids 24-049AS to Interior Demolition, Inc. as the lowest responsive, responsible bidder, for the total bid amount of $351,880, and waive all minor irregularities in the bidding document as submitted by the said bidder.
d. Authorize the City Manager, or his designee, to execute the Construction Contract with Interior Demolition, Inc. in the amount of $351,880, including any non-substantive extensions, change orders, purchase orders, and amendments up to the amount authorized by Corona Municipal Code Section 3.08.050(H) which is equivalent to 10% or $35,188.
e. Authorize the City Manager, or his designee, to issue a purchase order to Interior Demolition, Inc. in the amount of $351,880.

BACKGROUND & HISTORY:
The City Park pool was closed in 2020 due to the COVID-19 Pandemic and was later drained and assessed in 2021. The assessment report identified major deficiencies, with over $2 million in repairs needed, and those repairs would still not guarantee a significant increase in the useful life of the pool. In addition, the City recently completed the City Park Master Plan and is in the process of revitalizing City Park as one of the objectives identified in the City’s Strategic Plan through a new capital improvement project titled “City Park Revitalization,” Project No. FC-2024-07. The current conceptual plans for the City Park Revitalization project include a new aquatics center. Moreover, removal of the pool and associated buildings are necessary for the revitalization of the park.
ANALYSIS:
The Project was advertised for bids on January 12, 2024, pursuant to Corona Municipal Code section 3.08.090, Public projects formal bidding procedure, and purchasing policy through the City’s PlanetBids bidding portal. Three hundred eighty-six (386) contractors were solicited via PlanetBids, and twenty-seven (27) prospective contractors attended the mandatory pre-bid conference held at the project site on January 24, 2024. On February 26, 2024, five (5) bids were received through the PlanetBids bidding service.

Staff has reviewed the bids and recommend awarding the contract (Exhibit 2) to Interior Demolition, Inc. as the lowest responsive, responsible bidder based on the submitted bid for a total contract amount of $351,880. All licenses and references for Interior Demolition, Inc. have been reviewed and verified by City staff, and all other documentation is in order.
Construction is tentatively scheduled to commence in April 2024, with completion anticipated in Summer 2024.
FINANCIAL IMPACT:
Funding for the recommended actions and support services are available in the City Park Pool and Building Demolition Capital Improvement Project No. FC-2023-08, which has an available budget of $638,750 from the Measure X Fund 120.

ENVIRONMENTAL ANALYSIS:
This action is categorically exempt pursuant to Section 15301 of the Guidelines for the California Environmental Quality Act (CEQA), which states that the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or not expansion of use beyond that existing at the time of the CEQA determination, and is therefore exempt from CEQA. This project involves the removal of non-functional structures at an existing park. A Notice of Exemption has been filed by staff with the County of Riverside.
