Body
ANALYSIS:
The City of Corona Purchasing Division solicited bids from qualified bio-solids dryer mixer manufacturers for the Biosolids Dryer Mixer project. The Department of Water and Power will be overseeing this project.
The bid was advertised in the Sentinel Weekly News on March 30, 2018 and posted on the City’s website. In addition, the City solicited contractors known to provide such services. An optional pre-bid meeting was held on April 5, 2018. Two (2) contractors submitted bids by the April 26, 2018 bid due date and time.

The mixer is a vital part of the biosolids drying process that mixes wet sludge with recycled materials. The state-of-the-art biosolids dryer located at Water Reclamation Facility No. 1 converts municipal sludge into a dry pellet form creating a marketable resource which is sold to a fertilizer company. Biosolids in pellet form are considered a lower class of hazardous waste as opposed to wet sludge. In addition to being a marketable resource for the City, dry pellets are much less dense than wet sludge and therefore less costly to transport. The biosolids dryer is a very intricate industrial process and the mixer plays a critical role in its operation.
Bid results determined the Evoqua Water Technologies is the apparent lowest responsive and responsible bidder. The Department of Water and Power requests the City Council award NIB 18-037JT to Evoqua Water Technologies.
