EXECUTIVE SUMMARY:

This staff report asks the City Council to approve the Construction Contract with Voltaire Engineering, Inc., for the Dominguez Ranch Slope Improvements Project, No. FC-2023-03. The project will repair the eroded slopes behind the residences at 1559 and 1563 Dominguez Ranch Road.

 

RECOMMENDED ACTION:

Recommended action                     

That the City Council:

 

a.                     Approve the Construction Contract with Voltaire Engineering, Inc., for the Dominguez Ranch Slope Improvements Project, No. FC-2023-03, in the amount of $413,579.

 

b.                     Adopt Plans and Specifications for the Dominguez Ranch Slope Improvements Project, No. FC-2023-03, Notice Inviting Bids 23-039CA.

 

c.                     Award the Notice Inviting Bids 23-039CA to Voltaire Engineering, Inc., the lowest responsive, responsible bidder, for the total bid amount of $413,579, and waive any and all minor irregularities in the bidding documents as submitted by the said bidder.

 

d.                     Authorize the City Manager, or his designee, to execute the Construction Contract with Voltaire Engineering, Inc., in the amount of $413,579, including any non-substantive extensions, change orders, purchase orders, and amendments up to the amount authorized by Corona Municipal Code Section 3.08.050(H) which is equivalent to 10% or $41,358.

 

e.                     Authorize a budgetary transfer up to the amount of $516,975 from LMD 84-2, Zone 10 Slope Improvement/Stabilization, Project No. FC-2020-02, to Dominguez Ranch Slope Improvements, Project No. FC-2023-03 within the LMD 84-2, Zone 10 Fund 460. The initial budget transfer will be $475,617, which includes the contract amount as well as City and Consultant Construction Support.

BACKGROUND & HISTORY:

The Dominguez Ranch Slope Improvements Project, No. FC-2023-03 (Project) area is located in the slope areas behind 1559 and 1563 Dominguez Ranch Road residences in the City of Corona’s Landscape Maintenance District 55 (LMD 55) of the Sierra Del Oro community in the City of Corona. The subject slope area is a steep natural slope approximately 200 feet long that descends approximately 80 to 90 feet to the adjacent Fresno Canyon Trail below. The top of the slope has been subject to erosion within close proximity to the existing perimeter wall/fences and backyard improvements of the subject residences.

 

The project shall repair the eroded areas, mitigating potential future slope failure and erosion. The project includes the placement of soil cement sourced from local soil to restore the eroded slope area. Also, new vegetation will be placed along the soil-cement to further fortify the slope. Finally, a new V-ditch and irrigation line will be installed to service the project site.

 

ANALYSIS:

The Plans and Specifications for the Project were completed by Hunsaker & Associates and reviewed by City staff. On October 7, 2020, the City Council awarded the professional engineering services for the project to Hunsaker & Associates.

 

The Project was advertised for bids on June 22, 2023, pursuant to Corona Municipal Code 3.08.090 Public Projects - formal bidding procedure and Public Contract Code requirements.  On July 20, 2023, six (6) bids were received through the PlanetBids bidding service.

 

The following is a summary of the bid results and the Engineer’s Estimate:

 

 

As specified in the bid package, the City shall award the contract for the Project to the lowest responsive, responsible bidder as determined from the lowest total for the Bid Schedule. Staff has reviewed all bids received and recommends awarding the contract to Voltaire Engineering, Inc., as the lowest responsive, responsible bidder based on the Bid Schedule for a total contract amount of $413,579. All licenses and references for Voltaire Engineering, Inc., have been reviewed and verified by City staff, and all other documentation is in order.

 

City staff will administer the construction contract, and a consultant will perform construction management and inspection services. Should the City Council award the contract as recommended, construction would commence in October, with completion anticipated by December of this year.

 

FINANCIAL IMPACT:

Approval of the recommended actions will result in a budgetary transfer up to the amount of $516,975 from the LMD 84-2, Zone 10 Slope Improvement/Stabilization, Project No. FC-2020-02, to Dominguez Ranch Slope Improvements, Project No. FC-2023-03 within the LMD 84-2, Zone 10 Fund 460. The initial budget transfer will be $475,617 to include the construction contract amount of $413,580, and the 15% City and Consultant Construction Support amount of $62,037. If needed, a secondary budget transfer of $41,358 will be completed for the 10% contingency.

ENVIRONMENTAL ANALYSIS:

This action is categorically exempt pursuant to Section 15333 of the Guidelines for the California Environmental Quality Act (CEQA), which states that projects that seek to assure the maintenance, restoration, enhancement, or protection of habitat for fish, plants, or wildlife fall under Class 33. This project aims to restore the eroded slope along the Fresno Canyon Trail and replant vegetation with plant species native to Southern California and is therefore exempt from CEQA.  The Notice of Exemption has been filed with the County of Riverside.
