EXECUTIVE SUMMARY:

This staff report asks the City Council to approve a Second Amendment to the Professional Services Agreement with Michael Baker International, Inc. to increase the total compensation amount to $870,385 and extend the agreement term to June 30, 2025, for the Potable Water Master Plan Update and Program Environmental Impact Report. This amendment aims to provide additional modeling analysis to the potable water system and identify potential future projects.

 

RECOMMENDED ACTION:

Recommended action                     

That the City Council:

 

a.                     Approve the Second Amendment to the Professional Services Agreement with Michael Baker International, Inc. for the Potable Water Master Plan Update and Program Environmental Impact Report to increase the compensation amount by $105,871 for a total agreement amount of $870,385 and extend the agreement term to June 30, 2025.

 

b.                     Authorize the City Manager,  or his designee, to issue a change order for $105,871 with Michael Baker International, Inc.

 

c.                     Authorize the City Manager, or his designee, to execute the Second Amendment to the Professional Services Agreement with Michael Baker International, Inc. in the amount of $870,385, including any non-substantive extensions, change orders, purchase orders, and amendments up to the amount authorized in Corona Municipal Code Section 3.08.070(I), which is equivalent to 10% or $87,038.

 

That the Corona Utility Authority review, ratify, and to the extent necessary, direct the City Council to take the above actions.

 

Body

BACKGROUND & HISTORY:

The Potable Water Master Plan (PWMP) is a planning tool utilized to assist the City with implementing appropriate projects and programs and recommend additional studies necessary to meet its goals for potable water use. Since the last update in 2005, major changes have been made to the City’s potable water infrastructure, including development projects and Capital Improvement Program (CIP) projects.

 

Pursuant to the California Environmental Quality Act (CEQA) Statutes and Guidelines, the City must prepare a Program Environmental Impact Report (PEIR) to obtain approval and formal adoption of the PWMP Update. The PEIR is an informational document that provides an overview of the projects to be identified in the PWMP Update, and their impacts on air quality, biological resources, cultural resources, geology, soils, greenhouse gas emissions, hazards and hazardous materials, hydrology and water quality, visual aesthetics, land use, noise, and any other impact deemed necessary. Completion of this PEIR is a requirement to obtain federal funding for any of the CIP projects identified in the PWMP.

 

The City Council originally awarded Michael Baker International, Inc. a $764,514 Professional Services Agreement for the PWMP and PEIR Update on August 5, 2020, as part of a Request for Proposals (RFP) 20-059HC.

 

In efforts to provide Michal Baker and City staff additional time to conduct the appropriate research on the City’s potable water infrastructure, the First Amendment to the Professional Services Agreement was entered into on November 10, 2022, to extend the term of the agreement through December 31, 2023, with no increase to the contract.

 

ANALYSIS:

During the review of the City’s potable water hydraulic model, it was discovered that additional calibration and updates to the model are required to complete the system analysis as part of the PWMP Update. Due to the number of developments and improvement projects completed since the 2005 PWMP, the model will be updated to reflect any additional and/or retirement to the potable water network. The updated model will effectively assist with identifying potential future projects and will support the CIP division in the Public Works Department and Utilities Department with planning any priorities for the system.

 

Therefore, staff recommends that the City Council approve the Second Amendment to the Professional Services Agreement for Michael Baker International, Inc. to provide the above-mentioned services.

 

FINANCIAL IMPACT:

Funding for the recommended actions and all necessary staff costs are available in the Potable Water Master Plan Update and Program Environmental Impact Report Operating and Maintenance Project No. 77070 within the Water Utility Fund 570.

 

The revised Project cost is outlined as follows:

ENVIRONMENTAL ANALYSIS:

The actions are exempt from the California Environmental Quality Action (CEQA), as the actions are not a “project” as defined by CEQA, PRC Section 21065, and CEQA Guidelines Section 15378, guidelines which define a “project” as the whole of an action, which has a potential for resulting in either a direct physical change in the environment, or reasonable foreseeable indirect physical change in the environment, and that is an activity directly undertaking by any public agency including public works construction and related activities. These actions involve the approval of a professional services agreement. Therefore, no environmental analysis is required at this time.
