EXECUTIVE SUMMARY:
This staff report asks the City Council to execute the Cooperative Agreements with the Riverside County Flood Control and Water Conservation District (“District”) for constructing approximately 1,600 linear feet of the underground storm drain system on South Joy Street from Second Street to Seventh Street, South Victoria Avenue from Second Street to Seventh Street, and 3,200 linear feet on Magnolia Avenue from Mount Wilson Street to Kellogg Avenue (Line 9A). The completion of these projects will assist with mitigating drainage deficiencies.

Recommended action
That the City Council:
a. Approve the Cooperative Agreements with the Riverside County Flood Control and Water Conservation District for the design and construction of South Joy Street Storm Drain Construction Capital Improvement Project No. ST-2024-01 in the amount of $1,430,000, South Victoria Avenue Storm Drain Construction Capital Improvement Project No. ST-2024-02 in the amount of $1,430,000, and Corona Drain Line 9A Construction Capital Improvement Project No. ST-2024-03, in the amount of $3,710,000.
b. Authorize the City Manager, or his designee, to execute the Cooperative Agreements with the Riverside County Flood Control and Water Conservation District to memorialize the mutual understandings by and between the District and the City of Corona with respect to funding, design, construction, inspection, ownership, operation, and maintenance of the South Joy Street Storm Drain Project South Victoria Avenue Storm Drain Project, and Corona Drain Line 9A Project.
c. Authorize a total appropriation and an offsetting revenue increase in the amount of $6,570,000 ($1,430,000 for the South Joy Street Storm Drain Construction Capital Improvement Project No. ST-2024-01, $1,430,000 for the South Victoria Avenue Storm Drain Construction Capital Improvement Project No. ST-2024-02, and $3,710,000 for the Corona Drain Line 9A Construction Capital Improvement Project No. ST-2024-03) in the Public Works Grants/Agreement Fund 243.

BACKGROUND & HISTORY:
In June 2019, the City completed Line 52, a storm drain constructed along Joy Street and a portion of East Grand Boulevard that releases stormwater into the Temescal Creek Channel. In June 2023, Corona staff met with the District staff to begin discussion of the funding agreements for the South Victoria Avenue, South Joy Street, and Corona Drain Line 9A Projects. Corona staff diligently collaborated with the District to develop agreements for each of the three projects to fully fund the design and construction.
ANALYSIS:
During typical rainy days, water collects and flows along the curb lines, which are routinely topped over, and intersections are flooded. The projects will install catch basins and underground piping to mitigate these flood-prone areas. The South Joy Street Storm Drain Project will install approximately 1,600 linear feet of pipe and connect to the City’s existing storm drain system known as Line 52. Line 52 was completed in June 2019 and conveys stormwater along a portion of Grand Boulevard to Joy Street, delivering stormwater to the Temescal Creek Channel, which joins the Santa Ana River and the Prado Reservoir. The South Victoria Avenue Storm Drain Project will also extend approximately 1,600 linear feet of the underground storm drain pipe from Second Street to Seventh Street. Lastly, the Corona Drain Line 9A project also includes the construction of an underground storm drain of approximately 3,200 linear feet on Magnolia Avenue from Mount Wilson Street to Kellogg Avenue. Please see attached Exhibit 1 for the project locations. The completion of these projects will include storm drain improvements to reduce flooding at these locations.
Approval and execution of the cooperative agreement with the District will allow the City to fund and extend underground storm drain facilities along South Joy Street, South Victoria Avenue, and Magnolia Avenue. Completing these projects will improve the City’s existing storm drain infrastructure by mitigating flooding and providing a safer roadway path of travel.
Furthermore, the project and staff’s efforts to have the District fully fund the project align with the City’s following strategic goals:
• Financial Stability: City staff negotiated and worked with the District and it was agreed that the District would fund 100% of the project costs.
• Sound Infrastructure: The storm drain project will enhance the roadway system and remove stormwater from the roadway and minimize excessive ponding of water in the streets, thereby reducing the risk and delay to vehicular traffic flow and pedestrian accessibility.
• Safe Community: The storm drain system will allow for proper drainage and mitigate flooding and damage to local residences and businesses.
The City Attorney has reviewed the funding agreements and has recommended the agreements be approved as to form.
FINANCIAL IMPACT:
Approval of the recommended actions will result in an appropriation and an offsetting revenue increase in the amount of $6,570,000 in the Public Works Grants/Agreement Fund 243 for Cooperative Agreements with the Riverside County Flood Control and Water Conservation District. The District is reimbursing the City for costs, including the City’s administrative expenses.
ENVIRONMENTAL ANALYSIS:
This action is exempt pursuant to Section 15061(b)(3) of the Guidelines for the California Environmental Quality Act (CEQA), which states that a project is exempt from CEQA if the activity is covered by the commonsense exemption that CEQA applies only to projects that have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. The requested actions are to approve a funding agreement and appropriate those funds for the projects, and there is no possibility that these actions will have a significant effect on the environment. Therefore, no environmental analysis is required for this action.
