City Council and Corona Utility Authority consideration to award Request for Proposals 18-040CA for multiple yearly purchase orders for On-Call Engineering and Professional Consulting services.

RECOMMENDED ACTION:
Recommended action
That the:
1. City Council award Request for Proposals No. 18-040CA for On--Call Engineering and Professional Consulting Services to the following firms:
• Dennis Phinney Engineering
• NV5
in annual contract amounts not to exceed $250,000 per year for a three-year term.
2. City Council authorize the City Manager, or his designee, to execute Professional Services Agreements with Dennis Phinney Engineering and NV5 in amounts not to exceed $250,000 per year.
3. City Council authorize the Purchasing Agent to issue purchase orders to Dennis Phinney Engineering and NV5 in amounts not to exceed $250,000 per year.
4. City Council authorize the City Manager, or his designee, to execute one additional three-year agreement amendment to the above mentioned Professional Services Agreements for subsequent fiscal years in amounts not to exceed $250,000 per year, and to approve necessary change orders and/or amendments up to the amount provided by Corona Municipal Code Section 3.08.070(I).
5. City Council authorize the City Manager, or his designee, and City Attorney to negotiate and execute any amendments to these agreements which are either non-substantive or are otherwise in compliance with the City Council's actions hereunder.
6. Corona Utility Authority (CUA) review, ratify, and to the extent necessary, direct that the City Council take the above actions.

ANALYSIS:
On April 25, 2018, Request for Proposals (RFP) 18-040CA for On-Call Engineering and Professional Consulting Services was formally advertised in the Sentinel Weekly News and posted on the City of Corona website.
Four (4) proposals were received by the due date of May 17, 2018, and subsequently reviewed by a panel of City staff. The following is a summary of the proposal scoring results:

Proposals were received from NV5, KWC Engineers, Dennis Phinney Engineering, and TKE Engineering. Staff reviewed the proposals, ranked the firms based on experience and expertise, and recommends award to Dennis Phinney Engineering and NV5.
The scope of work includes professional engineering services to:
• create, maintain, and support a standard technical specifications library;
• create and edit technical specifications for specific projects;
• create, maintain, and support a construction cost estimating tool sufficiently accurate for use in preparing budgeting and construction cost estimates at project bidding and prepare construction cost estimates for specific projects;
• prepare scopes of work for Requests for Proposals to solicit professional engineering services;
• provide peer review, constructability review, and design review of studies, preliminary designs, final designs, and construction drawings;
• provide structural and mechanical designs and calculations; and
• provide project management and professional engineering support for a variety of water and water reclamation projects.
Purchase orders will be issued to the awarded consultants based on specific task-related Scopes of Work to ensure that costs, timelines, and operational issues are properly considered when assigning work under the on-call agreements. Award of RFP 18-040CA would not prohibit the City from issuing independent competitive RFPs for services that may or may not be covered under this award.
Staff has evaluated the current needs for each service, and determined the agreement amount necessary for Fiscal Year 2018-19.

FISCAL IMPACT:
Funding for these as-needed services is included in the Fiscal Year 2018-19 Operating and Capital budgets. Staff will recommend appropriate amounts in future budget years to provide for these services as needed.
ENVIRONMENTAL ANALYSIS:
This action is exempt pursuant to Section 15061(b)(3) of the Guidelines for the California Environmental Quality Act (CEQA), which states that a project is exempt from CEQA if the activity is covered by the general rule that CEQA applies only to projects that have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. This action merely approves agreements for on-call engineering and professional services, and there is no possibility that approving these agreements will have a significant effect on the environment. Therefore, no environmental analysis is required.
