EXECUTIVE SUMMARY:
The California Governor’s Office of Emergency Services requires that the City Council adopt a resolution designating authorized agents to act on behalf of the City. This authorization is for the purpose of applying for and receiving federal financial assistance provided by the Department of Homeland Security and sub-granted through the State of California and the County of Riverside Emergency Management Department.
RECOMMENDED ACTION:
Recommended action
That the City Council adopt Resolution No. 2024-085 designating and authorizing the Fire Chief, Police Chief, Police Captain, and Emergency Services Manager to execute applications and documents for the purposes of obtaining federal financial assistance provided by the federal Department of Homeland Security and sub-granted through the State of California and the County of Riverside.

BACKGROUND & HISTORY:
The U.S. Department of Homeland Security Grant Program (DHS) provides funding to assist states and local governments in enhancing and sustaining emergency management capabilities in preparing for all potential hazards a community might face. This sub-grant to local jurisdictions is administered through the California Office of Emergency Services in cooperation with the Riverside County Emergency Management Department. This has historically been a recurring annual grant, and although it is not guaranteed, the City anticipates receiving future allocations.
ANALYSIS:
The California Governor’s Office of Emergency Services requires that the Corona City Council adopt a resolution designating authorized agents to act on behalf of the City for the purpose of applying for and receiving federal financial assistance. The funding is used to enhance and sustain emergency management capabilities in preparing for and responding to all hazards. The City of Corona desires to continue to participate in and accept the State Homeland Security Program (SHSP) and Emergency Management Program Grant (EMPG) grants for performance periods covering Fiscal Years 2023-2026. Recent awards include $33,383 from EMPG and $89,530 from SHSP in Fiscal Year 2023
City Council adoption of Resolution No. 2024-085 designates the Fire Chief, the Deputy Fire Chief, Police Chief, a Police Captain, and Emergency Services Manager as Authorized Agents for this purpose.
FINANCIAL IMPACT:
Actual award amounts vary from year to year and are brought to City Council individually for approval and appropriation.
ENVIRONMENTAL ANALYSIS:
This action is exempt pursuant to Section 15061(b)(3) of the Guidelines for the California Environmental Quality Act (CEQA), which states that a project is exempt from CEQA if the activity is covered by the commonsense exemption that CEQA applies only to projects that have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. There is no possibility that adopting this resolution will have a significant effect on the environment.
