EXECUTIVE SUMMARY:

This staff report asks the City Council to approve the Construction Contract with All American Asphalt for the Citywide Street Pavement Rehabilitation Project, No. ST-2021-01. The project includes the rehabilitation of approximately 94 lane miles of local streets and major arterials to preserve and extend the useful life of the asphalt pavement to provide a smoother travel surface for motorists. The project also includes the installation of solar-powered high-intensity activated crosswalk (HAWK) signals that will replace failing in-pavement lighted crosswalks in the downtown area and rehabilitating certain areas of the Corona Municipal Airport and Placid Drive, Peaceful Drive, Lullaby Lane, and surrounding streets that were not originally included in the scope.

 

RECOMMENDED ACTION:

Recommended action                     

That the City Council:

 

a.                     Approve the Construction Contract with All American Asphalt for the Citywide Street Pavement Rehabilitation Project, No. ST-2021-01, in the amount of $14,236,116.

 

b.                     Adopt Plans and Specifications for the Citywide Street Pavement Rehabilitation  Project, No. ST-2021-01, Notice Inviting Bids 24-017CA.

 

c.                     Award Notice Inviting Bids 24-017CA to All American Asphalt, the lowest responsive, responsible bidder, for the total bid amount of $14,236,116, and waive any and all minor irregularities in the bidding document as submitted by the said bidder.

 

d.                     Authorize the City Manager, or his designee, to execute the Construction Contract with All American Asphalt in the amount of $14,236,116, including any non-substantive extensions, change orders, purchase orders, and amendments up to $1,423,612 which is equivalent to 10%.

 

e.                     Authorize a budgetary transfer in the amount of $405,328 from the Airport Facilities Improvement Capital Improvement Project No. FC-2022-07 to the Citywide Street Pavement Rehabilitation Capital Improvement Project No. ST-2021-01 within the Airport Fund 275. 

 

f.                     Authorize an appropriation in the amount of $144,778 from the Airport Fund 275 to the Citywide Street Pavement Rehabilitation Capital Improvement Project No. ST-2021-01.

 

g.                     Authorize a budgetary transfer in the amount of $300,000 from the In-Pavement Illumination Crosswalk Operating and Maintenance Project No. 76240 to the Citywide Street Pavement Rehabilitation Capital Improvement Project No. ST-2021-01 within the Street and Traffic Signals Fund 211.

BACKGROUND & HISTORY:

The Citywide Street Pavement Rehabilitation Project No. ST-2021-01 includes the rehabilitation of several local and major streets within the City. This project is part of the Five-Year Pavement Rehabilitation Plan previously proposed by the City to preserve the existing pavement, extend the lifespan of the asphalt, provide a smoother travel surface for motorists and pedestrians, and provide Americans with Disabilities Act (ADA) compliant street improvements. The project includes the installation of solar-powered HAWK crosswalk signals to replace the failing in-pavement lighted crosswalks on Sixth Street and Main Street. The installation of the HAWK crosswalk systems will provide safer pedestrian crossings. The intersection of Lincoln and Highgrove will be repaired as part of this project as it is more cost-effective to include it as part of a larger project. In addition, the bike lane on Green River Road between Nicholas Place and Palisades will be enhanced to include a wider buffer space to separate bicyclists from motorists within the curved roadway.

 

These proposed improvements will help the City to meet Strategic Plan goals for Sound Infrastructure by making necessary investments in public safety infrastructure to ensure the safety of pedestrians and bicyclists and improve multi-modal transportation through the area.

 

The original bid was advertised to the public on July 3, 2023. The lowest bid result for base bid schedule A was approximately $17 million. This bid price exceeded the City's project budget. Therefore, the City rejected the bid package. The special provisions within the bid were modified to provide more clarity to the project scope, and the bid package was re-advertised on September 9, 2023.  Even though it led to a 3-4 month delay in the project schedule, it resulted in a savings of approximately $4 million, allowing additional streets and areas to be added to the project and still be within the project budget.

 

ANALYSIS:

As previously mentioned, the project was originally advertised on July 3, 2023, and re-advertised on September 9, 2023, pursuant to Public Contract Code and Corona Municipal Code section 3.08.090 and posted on the City’s PlanetBids bidding portal. Three (3) bids were received through the PlanetBids bidding service. 

 

Due to the cost of the bid and bid schedules, staff recommends moving forward with alternative bid schedules B, D, and E for improvements to the taxi lane at the Corona Municipal Airport, the inclusion of Placid Drive, Peaceful Drive, Lullaby Lane, and surrounding streets, and storm drain improvements related to the Army Corps of Engineers Alcoa Dike project. Staff does not recommend moving forward with alternative bid schedule C, for the airport leased areas as they will be included in the Airport leases’ improvement plans.

As specified in the bid package, the City shall award the contract for the Project to the lowest responsive, responsible bidder as determined from the lowest total for the base bid. Staff has reviewed all the bids and recommends awarding the contract to All American Asphalt as the lowest responsive, responsible bidder per the base bid schedule for a total contract amount of $14,236,116, which includes Base Bid Schedule A ($12,182,063), Alternative Schedules B ($470,441), D ($1,275,686), and E ($307,926) as part of the project. All licenses and references for All American Asphalt have been reviewed and verified by City staff, and all other documentation is in order.

 

City staff will perform the construction management, and a contract consultant will perform the inspection services. Funding for this project includes $1,423,612, or 10% of the original contract, for the construction management costs, inspection services, and materials testing support. Construction is tentatively scheduled to commence in early January 2024, with completion anticipated in August 2024.

ENVIRONMENTAL ANALYSIS:

This action is categorically exempt pursuant to Section 15301(c) of the Guidelines for the California Environmental Quality Act (CEQA), which states that a project which consists of minor repairs and maintenance to existing facilities does not have a significant impact of the environment and is therefore exempt from CEQA. This action involves minor repairs, maintenance, and alteration of existing highways, streets, sidewalks, or similar features involving negligible or no expansion of use beyond that currently existing from the requirements of CEQA. A Notice of Exemption has been filed with the County Recorder.
