RECOMMENDED ACTION:

Recommended action                     

That the:

 

1.                     City Council adopt Resolution No. 2019-090, adopting an addendum to the Program Environmental Impact Report (SCH # 2008091085) prepared for the Groundwater Management Plan - Mangular Blending Facility Project, making environmental facts and findings in support thereof and reaffirming the statement of overriding considerations pursuant to the California Environmental Quality Act.

 

2.                     Corona Utility Authority review, ratify and to the extent necessary, direct the City Council take the above action.

 

Body

ANALYSIS:

A Program Environmental Impact Report ("PEIR”) for the Ground Water Management Plan (“GWMP”) was adopted by the City Council on May 2, 2012. The GWMP defined 25 specific management strategies or projects for implementation of the GWMP, which are intended to facilitate a sustainable ground water supply for the City.

The City of Corona is proposing to implement construction of the Mangular Blending Facility Project (“Project”), a key component of the Groundwater Blending Program, one of the specific management strategies identified in the GWMP and the PEIR.  The Project will replace the existing Mangular Booster Pump Station, blending station, and motor control center, as well as the existing Well 11A disinfection facilities with a new pump station, blending station, disinfection facilities, emergency backup power, site utilities, and site improvements.

The Project will include a 1-story, 4-room building constructed of decorative concrete masonry blocks, partially buried to reduce noise and visual impacts.  A generator room will house an emergency diesel generator; separate sodium hypochlorite and ammonia storage rooms will contain storage tanks for these chemicals, along with their associated metering pumps; and a pump room will contain five vertical turbine pumps (three duty and two standby) pumping to the 1060 and 1220 potable water distribution systems. The vertical turbine pump columns and bowl assemblies will be in pump cans, located directly below the pump room with the pump motors and discharge head assembly located within the pump room. Various other electrical and control systems will also be located within the building. The building will be ventilated via louvers in the walls and roof-mounted exhaust fans. An exterior fuel tank will be located adjacent to the south side of the building. A chemical fill station will be located on the north side of the building inside the security fencing where it can be accessed by chemical delivery trucks. On-site utility improvements will connect well water and potable water to blend piping and the Mangular Potable Water Tank and also connect booster pump discharge piping to the potable water distribution systems in Ontario Avenue and Potomac Drive. The project will require a new 1,250 kilovolt-ampere (kVA) transformer to be installed by Southern California Edison (SCE) at the northeast corner of Mangular Park.

Four public outreach meetings were held during the project design phase. The design includes specific site layout, construction materials, and equipment selections to address and mitigate public concerns presented in the public meetings.

The City has prepared an Environmental Evaluation to analyze the potential environmental impacts of the Project and whether the environmental impacts of the Project were adequately addressed in the PEIR for the GWMP.  The Environmental Evaluation indicates the Project will not cause new or substantially greater impacts than the impacts addressed in the PEIR.  As permitted by State CEQA Guidelines Sections 15162 and 15168(c), an Addendum to the PEIR was prepared to address only those issues specific to the Project.  Additionally, the Addendum identifies the mitigation measures applicable to the Project, which were previously adopted for the Program EIR.

A copy of the Addendum to the Program Environmental Impact Report for the Project is on file at the City Clerk’s office.

ENVIRONMENTAL ANALYSIS:

The recommended action will make the necessary findings of fact and adopt the Addendum to the Groundwater Management Plan Program Environmental Impact Report for the Project.
