EXECUTIVE SUMMARY:

This staff report asks the City Council to award Request for Proposals No. 24-001SB Certified Cla-Val Automatic Control Valve Maintenance & Repair Services to Budilo Construction as the primary and Griswold Industries dba Cla-Val, Co. as the secondary for Cla-Val maintenance services.

 

 

RECOMMENDED ACTION:

Recommended action                     

That the City Council:

 

a.                     Award the Request for Proposal No. 24-001SB Certified Cla-Val Automatic Control Valve Maintenance & Repair Services to Budilo Construction, in the amount of $150,000 per year, and to Griswold in the amount of $100,000 per year, through June 30, 2025, with two optional two-year renewals.

 

b.                     Authorize the City Manager, or his designee, to execute the Maintenance/General Services Agreement with Budilo Construction in the amount of $150,000 per year, and with Griswold in the amount of $100,000 per year through June 30, 2025, with two optional two-year renewals, including any non-substantive extensions, change orders, purchase orders, and amendments up to the amount authorized by Corona Municipal Code Section 3.08.060(J) which is equivalent to 10% or $15,000 and $10,000 respectively.

 

That the Corona Utility Authority review, ratify, and to the extent necessary, direct the City Council to take the above actions.

BACKGROUND & HISTORY:

The Utilities Department utilizes multiple styles and configurations of Cla-Val’s that assist with sustaining system pressure, controlling flow rates, diverting water for wells and boosters, and providing treatment plant and system protection by relieving high- and low-pressure swings known as “water hammer.” To ensure that the potable water and reclaim water systems remain in proper operating condition, preventative routine service is needed on all Cla-Val’s. Cla-Val’s have parts that can fail, along with orifices, components, and lines that can become clogged with debris. Each valve is unique to the system and service intervals are dependent on flow rates, valve operation, and valve needs. It is important for the Utilities Department to conduct preventive maintenance and repairs on these devices. Allowing Cla-Val’s to run until corrective maintenance is required can cause premature system failures and main breaks.

 

ANALYSIS:

On July 18, 2023, the City issued Request for Proposals (RFP) 24-001SB Certified Cla-Val Automatic Control Valve Maintenance & Repair Services. The City received three proposals by the due date of August 25, 2023. The following is a summary of the proposal evaluation results:

The evaluation team reviewed the three proposals and determined the information provided by Edison Machine, LLP did not meet the RFP requirements. Based on the proposal evaluation analysis, the evaluation team determined that Budilo Construction and Griswold Industries possessed the skills and experience necessary to execute the scope of work. The Utilities Department occasionally needs  two vendors to perform the same work. Therefore, staff desires to designate Budilo Construction as the primary contractor and Griswold Industries as the secondary contractor. The total contract value is $250,000 per year ($150,000 for Budilo and $100,000 for Griswold) through June 30, 2025. Each proposed Agreement allows for two optional two-year extensions for these services.

 

FINANCIAL IMPACT:

Funding for the recommended action is available in the Fiscal Year 2024 Utilities Department operating budget within the Water Utility Fund (570). Funding for future fiscal years will be recommended through the annual budget process.

 

ENVIRONMENTAL ANALYSIS:

This action is exempt pursuant to Section 15061(b)(3) of the Guidelines for the California Environmental Quality Act (CEQA), which states that a project is exempt from CEQA if the activity is covered by the common sense exemption that CEQA applies only to projects that have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. This action involves the maintenance of valves in the water distribution system, and there is no possibility this will have a significant effect on the environment. Therefore, no environmental analysis is required.
