City Council consideration of acceptance of $13,929 and appropriation of $12,536 for the 2017 Local Edward Byrne Memorial Justice Assistance Grant.

RECOMMENDED ACTION:
Recommended action
That the City Council:
1. Accept the U.S. Department of Justice 2017 Local Edward Byrne Memorial Justice Assistance Grant in the amount of $13,929, with 10% of the award, or $1,393, to be allocated to the Riverside County Sheriff’s Department as the grant’s Fiscal Agent.
2. Appropriate $12,536 from the U.S. Department of Justice Grant Fund and increase the estimated revenue by the same amount to be received from the U.S. Department of Justice.
3. Authorize the City Manager, or his designee, to execute any required grant documents that are in compliance with the City Council’s actions hereunder.

ANALYSIS:
In August 2017, the U.S. Department of Justice had notified the City of Corona of its eligibility for a $13,929 award for the 2017 Local Edward Byrne Memorial Justice Assistance Grant (JAG) local formula grant.
The grant’s mission is to assist state, local, and tribal efforts to prevent or reduce crime and violence. Funds received are to be used for local initiatives, technical assistance, training, personnel, equipment, supplies, contractual support, information systems for criminal justice, and criminal justice related research and evaluation activities that will improve or enhance law enforcement programs.
On September 6, 2017, the Police Department took the 2017 JAG Interlocal Agreement and other grant documentation to City Council for acceptance and appropriation of the notified funding.
On July 9, 2018, the City of Corona, as well as all other interlocal agencies (Banning, Cathedral City, Coachella, Corona, Desert Hot Springs, Hemet, Indio, Jurupa, Moreno Valley, Palm Springs, Perris, Riverside, and the County of Riverside) were notified that the U.S. Department of Justice did not fund any State of California agencies with the Fiscal Year 2017 JAG state or local monies. Prior to this, Corona was aware of the funding delays due to the issuance of a nationwide injunction by a U.S. District Court on September 15, 2017, however, the July notification removed all eligible funding completely.
The State of California filed a lawsuit challenging U.S. Department of Justice’s imposition of immigration enforcement requirements that were added to the 2017 JAG funding. On October 5, 2018, the court ordered the U.S. Department of Justice to issue the Fiscal Year 2017 JAG funding that had been withheld. On November 2, 2018, the U.S. Department of Justice released the 2017 JAG awards to all California jurisdictions that had applied for JAG funding.
On March 5, 2019, the Corona Police Department was notified that the 2017 JAG grant was fully executed, and grants funds were permitted to be spent. The grant period has an end date of September 30, 2020.
The Corona Police Department originally applied to utilize this funding for equipment for report writing, consisting of: computer monitors, video cards, a DVD Publishing System, a copy machine, and ergonomic chairs. When notification was received that the 2017 Jag funding was not awarded, the department went ahead and purchased some of this equipment out of the department’s operating budget. The Corona Police Department had to submit a budget modification and get it approved. The new budget proposal was for 19 ergonomic chairs for Patrol. This budget modification was approved on June 10, 2019.

This item supports the City Strategic Plan goal to Promote Public Safety: Protect our Residents and Businesses (a). Ensure adequate funding for police and fire services, (b). Ensure adequate funding for facilities and equipment needed to support timely delivery of police and fire services to our community and (c). Ensure adequate funding for investment and improvement in infrastructure that support public safety.
FISCAL IMPACT:
There is no local match requirement for this award. The 2017 Local Edward Byrne Memorial Justice Assistance Grant will reimburse the City for the following items:

ENVIRONMENTAL ANALYSIS:
No environmental review is required because the proposed action is not a project under the California Environmental Quality Act.
