EXECUTIVE SUMMARY:

This staff report asks the City Council to consider a request by Mayor Tony Daddario to waive the Outdoor Facility Rentals fee for the Shiishongva Tongva Tribal Nation’s annual National Native American Heritage Month Celebration at City Park on October 7, 2023.

That the City Council direct staff to waive the Outdoor Facility Rentals fee for the Shiishongva Tongva Tribal Nation’s annual National Native American Month Celebration on October 7, 2023.

BACKGROUND & HISTORY:

November is federally recognized as National Native American Heritage Month (NNAHM). During this month, American Indian and Alaska Natives (AI/AN) are honored and celebrated for their rich and varied cultures, traditions, history, and societal contributions. Staff received a request from Mayor Daddario to waive facility fees for this event.

 

ANALYSIS:

Shiishongva Tongva Tribal Nation hosts an annual event in the City of Corona to recognize and celebrate National Native American Heritage Month. This year’s event is set to take place at City Park on October 7, 2023, with an expected attendance of over 100 eventgoers. Rental of this park site requires an Outdoor Facility Rentals fee. The value of the permit waiver at the non-profit rate is $295. This rate includes a $45 per hour shelter fee, a $12 per hour field fee, and $10 for the application, for 5 hours of park rental time.

 

 

FINANCIAL IMPACT:

Approval of this item will result in a loss of approximately $295 dollars in rental revenue in the General Fund.

 

ENVIRONMENTAL ANALYSIS:

This action is exempt pursuant to Section 15061(b)(3) of the Guidelines for the California Environmental Quality Act (CEQA), which states that a project is exempt from CEQA if the activity is covered by the commonsense exemption that CEQA applies only to projects that have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. This action seeks direction from Council regarding the amendments set forth in SB 329 and there is no possibility that the direction provided will have a significant effect on the environment.
