EXECUTIVE SUMMARY:
This staff report asks the City Council to approve Professional Services Agreement with Albert A. Webb Associates in the amount of $1,103,790 for the design and engineering services for the Water Reclamation Facility No. 2 Equalization Basin Replacement, Project No. 2021-06. The project will expand treatment capabilities and take a proactive approach for odor control at this facility.
RECOMMENDED ACTION:
Recommended action
That the City Council:
a. Approve the Professional Services Agreement with Albert A. Webb Associates for the design and engineering services, for a term of April 1, 2023, through April 1, 2025, in the amount of $1,103,790 and waive any and all minor irregularities in the proposal.
b. Award Request for Proposal No. 23-030RH for design and engineering services for Water Reclamation Facility No. 2 Equalization Basin Replacement, Project No. 2021-06 to Albert A. Webb Associates of Riverside, CA.
c. Authorize the City Manager, or his designee, to execute a Professional Services Agreement with Albert A. Webb Associates in the amount of $1,103,790, including any non-substantive extensions, change orders, purchase orders, and amendments up to $110,379 or 10% of the total contract amount.
That the Corona Utility Authority review, ratify, and to the extent necessary, direct the City Council to take the above actions.

BACKGROUND & HISTORY:
The Water Reclamation Facility (WRF) No. 2 Equalization Basin Replacement, Project No. 2021-06, is located at 650 East Harrison Street, Corona, CA 92879, within a mixed commercial and industrial zones with residential housing and apartments located approximately 2,000 feet away. The City of Corona (City) has identified the need for several critical improvements at WRF No. 2, including increased effluent equalization capacity, replacement of the screw pump station, replacement of the mechanical aeration system in the aeration tanks with fine bubble diffused air, covering sources of odor (grit basins, primary clarifiers, and equalization ponds), and providing foul air treatment for those covered facilities.
In November 2018, the City completed a comprehensive Odor Control Study (Study) at WRF No. 2. The Study identified several key odor-contributing locations, including the grit basins, primary clarifiers, and equalization ponds. The City has not received odor complaints, but the potential for strong odors reaching beyond the WRF No. 2 fence line can occur. With this project, the City will add covers and ventilation to reduce odors at these odor-contributing locations. The Study recommended the addition of a new engineered media biofilter to provide odor treatment for the covered facilities. An odor control system dedicated to these odor-contributing locations will improve the odor conditions within WRF No. 2 and to the surrounding community. The project location and limits are shown on Exhibit 1.
ANALYSIS:
Request For Proposals (RFP) No. 23-030RH for design and engineering services for Water Reclamation Facility No. 2 Equalization Basin Replacement, Project was advertised on November 11, 2022, pursuant to Corona Municipal Code Section 3.08.110 Non-public projects formal bidding procedure, and posted on the City’s bidding portal, PlanetBids. On November 16, 2022, four consultants attended a mandatory pre-proposal meeting held at the project site. On January 12, 2023, two proposals were received through the PlanetBids bidding service. The two consultants who did not submit proposals stated they did not have enough resources to pursue this project and had prior commitments with other clients. The following is a summary of the proposal evaluation results:
Based on the proposal evaluation analysis, Albert A. Webb Associates’ team possesses the skills and experience necessary to successfully execute the scope of work for the project. The project manager proposed for this project has successfully completed projects of similar nature and complexity and will be supported by specialty firms with a similar record of success. Staff recommends awarding the contract to Albert A. Webb Associates.
FINANCIAL IMPACT:
Funding for design services and all other necessary costs is available in the Fiscal Year 2023 Capital Improvement Project (CIP) title “Water Reclamation Facility No. 2 Equalization Basin Replacement” Project No. 73990, which has a total budget of $2,005,722 from the Water Reclamation Utility Fund (572).

ENVIRONMENTAL ANALYSIS:
This action is categorically exempt pursuant to Section 15302 (c) of the Guidelines for the California Environmental Quality Act (CEQA), which states that a project is exempt from CEQA if the activity consists of replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced. This project merely replaces the existing equipment enhanced with odor control treatment. A Notice of Exemption was recorded with the County of Riverside on September 16, 2021.
