EXECUTIVE SUMMARY:

The Federal Department of Homeland Security Program Grant provides funding to assist states and local governments in enhancing and sustaining emergency management capabilities in preparing for all hazards that a community might face. The Fiscal Year 2020 Federal Department of Homeland Security grant was awarded to the City of Corona in the amount of $100,000 for the purchase of radio communications equipment and accessories for the Police Department.

 

RECOMMENDED ACTION:

Recommended action                     

That the City Council:

 

a.                     Authorize the submittal for and acceptance of the Federal Department of Homeland Security Program through the State of California, Riverside County’s Fiscal Year 2020 State Homeland Security Program Grant award in the amount of $100,000.

 

b.                     Approve an appropriation and estimated revenue increase of $100,000 within the Reimbursement Grants Fund 480 for the Police Department to purchase hand-held radios, which will be reimbursed with the above-noted grant funds.

BACKGROUND & HISTORY:

The Federal Department of Homeland Security Program Grant provides funding to assist states and local governments in enhancing and sustaining emergency management capabilities. This funding is through a sub-grant that is administered through the California Office of Emergency Services in cooperation with the Riverside County Operational Area.

 

ANALYSIS:

The Federal Department of Homeland Security allocates grant funding to local governments to assist in their efforts to prevent, protect against, mitigate, respond, and recover from potential terrorist attacks and other hazards.

 

The City of Corona Police Department (CPD) originally applied for this grant funding opportunity in October 2019 to use this grant funding to offset some of the cost of the additional Simulcast Site Radio System that was to be installed on the Corona Grape Hill Site. This project was tentatively awarded $100,000 in December 2019. However, a notification was received in June 2021 stating the project’s sole-source procurement was ultimately denied for the grant funding due to a Memorandum of Understanding in place with the County of Riverside for this project.

 

At that time, Riverside County notified the City that the $100,000 was allocated, but the City would need to submit a grant modification request. A grant modification request to purchase approximately 15 portable radios and accessories was submitted and approved in July 2021. However, the City did not receive notification of that approval until December 2021. The grant cycle ends May 31, 2022. As a result, staff is requesting the acceptance of the grant and appropriation of funds to acquire the equipment.

 

FINANCIAL IMPACT:

Approval of the recommended actions will result in a budget appropriation and revenue increase of $100,000 in the FY 2020 HSGP PSEC Base Radio Project No. 7011 within the Reimbursement Grants Fund 480. The grant funding will be allocated to purchase approximately 15 hand-held radios and related accessories.

 

 

ENVIRONMENTAL ANALYSIS:

This action is exempt pursuant to Section 15061(b)(3) of the Guidelines for the California Environmental Quality Act (CEQA), which states that a project is exempt from CEQA if the activity is covered by the commonsense exemption that CEQA applies only to projects that have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. This action is simply an acceptance of a grant and appropriation of funding for the future purchase of general handheld operating equipment, and there is no possibility this will have a significant effect on the environment. Therefore, no environmental analysis is required.
