RECOMMENDED ACTION:
Recommended action
That the:
1. City Council award Request for Proposals of RFP 18-051CA to Knudsen Grading (dba Green Mountain Engineering) and Hardy and Harper Inc. for On-call Site Grading and Stockpiled Spoils Removal Services for $130,000 to each contractor per fiscal year pursuant to Corona Municipal Code (CMC) 3.08.060(H) based upon the findings noted in this report.
2. City Council authorize the General Manager to execute Maintenance/General Services Agreements (MGSA) with Knudsen Grading (dba Green Mountain Engineering) and Hardy and Harper Inc. in the amount of $130,000 each per fiscal year, with initial award period of September 5, 2018 through June 30, 2020, and two (2) two-year extensions.
3. City Council authorize the Purchasing Agent to issue purchase orders to Knudsen Grading (dba Green Mountain Engineering) and Hardy and Harper Inc. in the amount of $130,000 each, per fiscal year.
4. City Council authorize the General Manager and City Attorney or their designees to negotiate and execute non-substantive extensions, change orders and amendments up to the amount provided by Corona Municipal Code Section 3.08.060(J) and/or amendments to this agreement through June 30, 2024 pursuant to Ordinance No. 2790.
5. Corona Utility Authority (CUA) review, ratify, and to the extent necessary, direct that the City Council take the above actions.

ANALYSIS:
On June 20, 2018, the City of Corona issued Request for Proposals (RFP) No. 18-051CA for On-call Site Grading and Stockpiled Spoils Removal Services. The RFP was advertised in the Sentinel Weekly News on June 22, 2018, and posted on the City of Corona’s bidding website. The City solicited eleven (11) contractors with two (2) contractors submitting proposals on July 12, 2018. In accordance to CMC 3.08.060, (H) Bidding requirements - maintenance and general services, contracts for on-call maintenance work and other general services projects of more than $45,000 are awarded to the contractor who will best serve the interests of the city, taking into account, in additional to cost, their demonstrated competence, qualifications and suitability for the project in general. The RFP evaluation was necessary for On-call Site Grading and Stockpiled Spoils Removal Services due to the technical requirements of the site grading needs at each of the Department of Water and Power’s (DWPs) three (3) water reclamation plant effluent percolation ponds and the proper disposal process requirements for stored spoils material removal.
The evaluation of the proposals was based on four criteria: 1) Work Plan/Work Organization, 2) Qualifications of Company and Personnel (Experience), 3) Approach to Safety Measures, and 4) Reasonableness of Cost and Price. Once proposals were evaluated, Knudsen Grading (dba Green Mountain Engineering) scored the highest of the two (2) contractors. The following is a summary of the proposal scoring results:

DWP maintains (3) water reclamation plant effluent percolation ponds totaling (13) acres. These percolation ponds require bi-annual maintenance consisting of percolation pond basin aeration, silt removal, disposal and grading. Stockpiled spoils removal work generally involves soil screening and debris transportation/ disposal services. Materials are typically produced from DWP excavation activities that occur throughout City roadways and other rights-of-ways resulting from water, sewer and water reclamation pipeline/facility repairs or replacement projects. The amount of spoils generated varies due to the nature of each job, and the unsorted materials (mixed soil, concrete and asphalt) are transported by DWP to a holding facility that can safely maintain a maximum capacity of 500 tons.
The City recommends awarding contracts to both Knudsen Grading (dba Green Mountain Engineering) and Hardy and Harper Inc. as to provide an alternate contractor should the need arise.

FISCAL IMPACT:
Funding for the recommended actions is included in the Fiscal Year 2018-19 operating budgets within Water Utility (fund 570) and Water Reclamation Utility (fund 572).

No environmental review is required because the proposed action is not a project governed by the California Environmental Quality Act.
