EXECUTIVE SUMMARY:
This staff report asks the City Council to award a Maintenance/General Services Agreement with Corrpro Companies, Inc. for Cathodic Protection System Inspections, Inspection Reports, and As-Needed System Maintenance Services to help safeguard metallic structures such as pipelines and storage tanks from corrosion.
RECOMMENDED ACTION:
Recommended action
That the City Council:
a. Award Request for Proposals 24-060AS for Cathodic Protection System Inspections, Inspection Reports and As-Needed System Maintenance Services to Corrpro Companies, Inc. for the Cathodic Protection System Plan for Facilities and Pipeline Infrastructure Project 77520.
b. Authorize the City Manager, or his designee, to execute the Maintenance/General Services Agreement with Corrpro Companies, Inc., for a total contract amount of $300,000 per fiscal year for the initial contract term ending in June 30, 2025, with 2 optional 2-year extensions, including the ability to negotiate and execute non-substantive changes & extensions, purchase orders, change orders and amendments up to $30,000 or 10% of the original contract amount.
That the Corona Utility Authority review, ratify, and to the extent necessary, direct that the City Council take the above actions.

BACKGROUND & HISTORY:
The Utilities Department (UD) oversees the maintenance and integrity of the City’s nearly 172 miles of metallic water pipelines within the potable water system and approximately 38 miles of metallic reclaimed water pipelines included in the reclaimed water system. Other metallic components within the City’s potable water infrastructure system and the sewer system include, but are not limited to, steel water storage tanks, deep water wells, water booster stations, sewer lift stations, and water force mains.
Cathodic Protection is a common method used across industries to safeguard metallic structures like pipelines, storage tanks, and offshore platforms from corrosion by using a low-electrical current. Anodes, susceptible metal rods placed near the structure, undergo preferential corrosion, thereby protecting the pipe’s material. The isolated system, employing a rectifier to convert Alternating Current (AC) to Direct Current (DC), poses no threat to surrounding structures or living beings. The current flows from the protected structure through the rectifier to the anodes, effectively mitigating corrosion of the exposed metal.
ANALYSIS:
Due to the inherent threat of corrosion from soil and water exposure, metallic pipelines utilize Cathodic Protection to extend their lifespan and prevent premature failure or the need to replace the lines entirely. The “as-needed” services will ensure that the metallic pipelines in the mentioned areas are protected from corrosion for the next 25 years through inspection report results and recommendations for continued maintenance and future system rehabilitation.
On February 15, 2024, the Purchasing Division issued a Request for Proposals (RFP 24-060AS) following the City Municipal Code Section 3.08.110. The following two proposals were received:

Proposals were evaluated based on five criteria outlined in the Request for Proposals: Completeness of Response, Work Plan/Work Organization, Qualifications of Company and Personnel (Experience), Approach to Safety Measures, and Reasonableness of Cost and Price.
Following the analysis of the proposals’ evaluation, it was determined Corrpro Companies, Inc. exhibited the essential skills, experience, and staffing required for the successful execution of the project. Corrpro Companies, Inc.’s statement of qualification showed they have a clear understanding of the scope of work for the project and have successfully completed such projects in the past.
Staff recommends that City Council approve the Corrpro Companies, Inc. agreement for Cathodic Protection System Inspections, Inspection Reports, and Maintenance Services.
FINANCIAL IMPACT:
Funding for the recommended actions is available in the Cathodic Protection System Plan for Facilities and Pipeline Infrastructure Operating and Maintenance Project No. 77520 within the Water Utility Fund 570.
ENVIRONMENTAL ANALYSIS:
This action is categorically exempt pursuant to Section 15302 (c) of the Guidelines for the California Environmental Quality Action (CEQA), which states that “operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the CEQA determination” and is therefore exempt from CEQA. This action involves repairs to existing infrastructure to maintain public health and safety. Therefore, this item is exempt from the requirements of CEQA, and no environmental analysis is required.
