EXECUTIVE SUMMARY:
This staff report asks the City Council to approve the Professional Services Agreement with Studio One Eleven in the amount of $798,160 for consultant services to develop project plans, specifications, and cost estimates for the 6th Street Beautification and Revitalization Project No. ST-2022-02.
RECOMMENDED ACTION:
Recommended action
That the City Council:
a. Approve the Professional Services Agreement with Studio One Eleven for a term of February 21, 2024, through June 30, 2026, in the amount of $798,160.
b. Award Request for Proposal 24-024AT to Studio One Eleven for consultant services and the development of project improvement plans, specifications, and cost estimates for the 6th Street Beautification and Revitalization Project No. ST-2022-02.
c. Authorize the City Manager, or his designee, to execute the Professional Services Agreement with Studio One Eleven in the amount of $798,160.
d. Authorize the City Manager, or his designee, to issue a purchase order to Studio One Eleven in the amount of $798,160.
e. Authorize the City Manager, or his designee, to negotiate and execute the non-substantive extensions, amendments, and change orders up to the amount authorized in Corona Municipal Code 3.08.070(I), which is equivalent up to 10% or $79,816 of the total project cost.
f. Authorize a transfer in the amount of $798,816 from the Citywide Street Pavement Rehabilitation Capital Improvement Project No. ST-2021-01 to the 6th Street Beautification and Revitalization Capital Improvement Project No. ST2022-02 within the Measure A Fund 227.

BACKGROUND & HISTORY:
The 6th Street Beautification and Revitalization Project includes improvements to the roadway’s aesthetic, including raised medians, updated landscaping, new street lighting, street furniture, multi-modal facilities, traffic signals, curb extensions, and Curb Ramps (improvement plans, specifications, and cost estimates). This project meets various goals of the City’s Strategic Plan; providing sound infrastructure, a safe community, and a sense of place. Providing sound infrastructure will be achieved by investing in public infrastructure, including roads and alleys. Safe communities will be achieved by increasing the City’s cleanliness and appearance which will enhance the experience of residents, business owners, and visitors by ensuring City streets are visibly clean and well-illuminated during dark hours. A sense of place will be developed by creating a “hometown” feel when traveling through Downtown Corona. The bold goals of the 6th Street Beautification and Revitalization Project include the development of a well-connected multi-modal transportation system and infrastructure to support broadening access to walkable areas in the historical core of Corona. It will also position the City to deliver many improvements, that encompass quality of life and public health improvements, including the development of Downtown Corona as a regional economic engine.
On July 27, 2023, the City advertised for the 6th Street Beautification and Revitalization Project. The City only received one bidder for the July 27, 2023, advertisement of the project. To meet the funding requirements and purchasing guidelines for competitive bidding, the City rejected the bid, and on September 13, 2023, the City of Corona republished a Request For Proposal (RFP) 24-024AT for the 6th Street Beautification and Revitalization Project.
ANALYSIS:
On November 2, 2023, six (6) proposals were received through PlanetBids. The 6 proposals were evaluated by a team of five City employees. The proposals were reviewed and ranked based on the RFP published criteria:

Based on the proposal scoring analysis, Studio One Eleven’s team possesses the skills and experience necessary to successfully execute the scope of work for the project. City staff recommends awarding a contract to Studio One Eleven.
FINANCIAL IMPACT:
Approval of the recommended actions will result in a transfer in the amount of $798,816 from the Citywide Street Pavement Rehabilitation Capital Improvement Project No. ST-2021-01 to the 6th Street Beautification and Revitalization Capital Improvement Project No. ST-2022-02 within the Measure A Fund 227.
ENVIRONMENTAL ANALYSIS:
These actions are exempt from the California Environmental Quality Action (CEQA), as the actions are not a “project” as defined by CEQA (PRC Section 21065 and CEQA Guidelines Section 15378) guidelines defining a “project” as the whole of an action, which has a potential for resulting in either a direct physical change in the environment, or reasonable foreseeable indirect physical change in the environment, and that is an activity directly undertaking by any public agency including public works construction and related activities. These actions involve the approval of a professional services agreement. Therefore, no environmental analysis is required at this time. After approval of the recommended actions herein, staff will proceed with the design and environmental document phase of this project. Any applicable documentation will be prepared and filed at that time.
