EXECUTIVE SUMMARY:
This staff report asks City Council to approve a Service Agreement between the City of Corona and the County of Riverside for the Brae Burn Drive pavement overlay improvement project. The City of Corona performed asphalt restoration after a watermain replacement project on Cypress Point Drive, Oakland Hills Drive, and Brae Burn Drive and added an addendum to include the Riverside County area of Brae Burn Drive. This service agreement will allow the City of Corona to receive reimbursement for paving the County of Riverside’s portion of this project.
RECOMMENDED ACTION:
Recommended action
That the City Council authorize the City Manager, or his designee, to execute the Service Agreement with the County of Riverside for the Brae Burn Drive pavement overlay improvement project in the amount of $32,633.
That the Corona Utility Authority review, ratify, and to the extent necessary, direct that the City Council take the above actions.

BACKGROUND & HISTORY:
After completion of the emergency potable watermain replacement, the City of Corona bid, in accordance with Corona Municipal Code Section 3.08.110, the asphalt restoration project on Cypress Point Drive, Oakland Hills Drive, and Brae Burn Drive.
The County of Riverside (County) was planning to restore the asphalt in the area during May 2023, but after a meeting with the City of Corona (City), County staff requested the City to include the remaining portion of Brae Burn Drive in the scope of work. It was mutually decided for the County to enter into a reimbursement agreement with City for the work to be performed on behalf of the County. The City’s Purchasing Department agreed to include the additional portion of Brae Burn Drive in the bid, and the cost for the added scope was included as an alternate bid item.
ANALYSIS:
On June 7, 2023, the City Council approved a Maintenance/General Services Agreement with All American Asphalt for the asphalt repair project in the amount of $133,576.
The City added the additional scope of work in the bid documents and the cost for the County-requested portion of the asphalt work was incorporated into the Maintenance/General Services Agreement with All American Asphalt. The City will receive a reimbursement, from the County, in the amount of $32,633 for the additional work upon execution of this agreement.
The asphalt repair project was completed in July 2023. The addition of the County’s portion of the road section on Brae Burn Drive to the City’s project provided a complete and continuous finish to the streets, extended the useful life of the asphalt, and gave a smoother path of travel to the residents of the area.
Staff recommends approval of the Service Agreement for the Brae Burn Drive pavement overlay improvement project with the County of Riverside for the City’s reimbursement in the amount of $32,633.
FINANCIAL IMPACT:
There is no additional financial impact at this time. An estimated revenue increase in the amount of $32,633 in the Water Utility Fund 570 for the service agreement with the County was included as part of the Mid-Year budget process.
ENVIRONMENTAL ANALYSIS:
This action is exempt pursuant to Section 15061(b)(3) of the Guidelines for the California Environmental Quality Act (CEQA), which states that a project is exempt from CEQA if the activity is covered by the common sense exemption that CEQA applies only to projects that have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. This action involves the approval of a Service Agreement with the County of Riverside to reimburse the City of Corona for a paving project. Approval of this agreement will not have a significant effect on the environment. Therefore, no environmental analysis is required.
