EXECUTIVE SUMMARY:

This staff report asks the City Council to consider a change order to the Construction Contract with Triangle Decon Services, Inc., for the Heritage Room lighting improvements. Based on previous direction from the City Council, the Community Services Department researched the cost and return on investment of removing the fluorescent lamp fixtures and replacing them with new LED lighting and fixtures. The cost of these improvements is $44,863.08, and the estimated time to recoup these costs is 14.76 years.

 

RECOMMENDED ACTION:

Recommended action                     

That the City Council:

 

a.                     Consider approving a change order to the Construction Contract with Triangle Decon Services Inc. in the amount of $44,863.08 for the Corona Library Heritage Light Fixture Conversion Project.

 

b.                     If approved, authorize the City Manager, or his designee, to execute the change order to the Construction Contract with Triangle Decon Services, Inc., for $44,863.08.

 

c.                     If approved, authorize an appropriation of $44,863.08 from the Measure X Fund 120 to the Library Heritage Room Expansion Capital Improvement Project No. FC-2022-23.

BACKGROUND & HISTORY:

The Corona Heritage Room is located on the second floor of the mezzanine area at the Corona Public Library and houses the City’s local history collection, including books, pamphlets, photographs, slides, postcards, artifacts, maps, newspapers, microfilm citrus labels, and more. The Heritage Room is being renovated and expanded to support the community’s increased interest in local history from researchers, genealogists, and students.

 

On January 3, 2024, the City Council approved a Construction Contract with Triangle Decon Services, Inc. for the Heritage Room Improvement Project in the amount of $342,392 to expand the mezzanine area at the library and create more open space for local history materials and research. When the contract was approved, City Council asked staff to research the cost and return on investment (ROI) to replace the fluorescent light fixtures with LED lights and return to Council with an update. This lighting fixture conversion would allow the Heritage Room to display artifacts for a longer period while incurring less damage.

 

ANALYSIS:

There are many benefits of using LED lighting instead of the current fixtures. LED lighting uses up to 80% less energy to produce the same amount of lighting as an incandescent bulb and has a life expectancy between 30,000 to 50,000 hours, almost 25 times longer than an incandescent bulb. Fluorescent bulbs are highly breakable and have a dangerous risk of injury, while LED lights are much tougher and more durable. In addition, LED lighting produces enough quality light to cut back on the total amount of light used since it takes fewer LED lights to produce the equivalent lumen output of a fluorescent bulb. LED lights also reduce carbon footprints as less heat is generated from the bulb.

For the Heritage Room, it is estimated that LED lighting will use 5,962 total kilowatts for the year as compared to 27,256 kilowatts with the current incandescent lighting. The City currently spends $3,816 annually on the existing lighting fixtures. If these were converted to LED lighting, this would be reduced to an estimated $835 per year. That is a savings of $2,981 each year. Based on this data, the estimated ROI on the total cost of the $44,000.00 project is 14.76 years.

Other benefits associated with LED lighting are the reduced light impacts to the collection, enhanced light quality, and improved sustainability.

 

FINANCIAL IMPACT:

Approval of the recommended actions will result in an additional appropriation of $44,863.08 from the Measure X Fund 120 to the Library Heritage Room Expansion Capital Improvement Project No. FC-2022-23.  There is sufficient fund balance in the Measure X Fund 120 for the recommended actions.

 

ENVIRONMENTAL ANALYSIS:

This action is exempt pursuant to Section 15061(b)(3) of the Guidelines for the California Environmental Quality Act (CEQA), which states that a project is exempt from CEQA if the activity is covered by the commonsense exemption that CEQA applies only to projects that have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. This action is to approve a contract for a minor facility improvement project, and there is no possibility that this project will have a significant effect on the environment. Therefore, no environmental analysis is required.
