EXECUTIVE SUMMARY:
This staff report asks the City Council to approve the Professional Services Agreement with Albert A. Webb Associates for the design and engineering services for the Water Reclamation Facility 2 Lift Station and Sierra Del Oro Lift Station Generator Replacement Projects. These projects address power requirements and entail developing plans, specifications, and cost estimates for the replacement of the existing 500kW standby generator at Water Reclamation Facility No. 2 Lift Station and the replacement of 125kW standby generator at Sierra Del Oro Lift Station. This will ensure the reliability, functionality, and safety of water treatment and lift station facilities during unscheduled power interruptions.

Recommended action
That the City Council:
a. Approve the Professional Services Agreement with Albert A. Webb Associates for the design and engineering services for Water Reclamation Facility No. 2 and Sierra Del Oro Lift Station Generator Replacement Capital Improvement Projects, No. UT-2023-12 and UT-2023-10, for a term of two (2) years from September 20, 2023, through June 30, 2025, in the amount of $343,160.
b. Award Request for Proposal 23-059RH to Albert A. Webb Associates for design and engineering services for the Water Reclamation Facility No. 2 and Sierra Del Oro Lift Station Generators Replacement Capital Improvement Projects, No. UT-2023-12 and UT-2023-10; and waive any and all minor irregularities in the proposal.
c. Authorize the City Manager, or his designee, to execute the Professional Services Agreement with Albert A. Webb Associates in the amount of $343,160, including any non-substantive extensions, change orders, purchase orders, and amendments up to the amount authorized in Corona Municipal Code Section 3.08.070(I), which is equivalent to 10% or $34,316.
That the Corona Utility Authority review, ratify, and to the extent necessary, direct the City Council to take the above actions.

BACKGROUND & HISTORY:
The City of Corona’s Utilities Department (UD) is dedicated to ensuring reliable wastewater conveyance and treatment to meet the requirements of the Clean Water Act and California Regional Water Quality Control Board Santa Ana region Order No. R8-2011-0015. UD operates 3 water reclamation facilities and 15 lift stations. Water Reclamation Facility No. 2 (WRF2), located at 650 E. Harrison, is rated to receive and treat 3 million gallons per day (MGD) of raw sewage. The lift station is utilized to move raw sewage from the collection system to the headworks of the treatment plant. The Sierra Del Oro (SDO) Lift Station is located at 3851 Palisades and has a daily average flow of 534,420 gallons with a typical flow of 1,200 gallons per minute (GPM).
WRF2 Lift Station and SDO Lift Station play pivotal roles in maintaining the design flow of wastewater and ensuring proper operations within the City's infrastructure during planned and unplanned power outages. Both generators have surpassed their useful life and require more frequent and costly maintenance. The WRF2 Lift Station generator was installed in 1982 and SDO Lift Station generator was installed in 1999.
These standby generators at WRF2 Lift Station and SDO Lift Station ensure compliance with regulatory permit requirements and emergency readiness by ensuring continuous operation during power disruptions and preventing sewer overflows.
ANALYSIS:
Request For Proposals (RFP) 23-059RH for the design and engineering services for WRF2 and SDO Lift Station Generators Replacement Project was advertised on March 23, 2023, pursuant to Corona Municipal Code Section 3.08.110 Non-public projects formal bidding procedure, and posted on the City’s bidding portal, PlanetBids. On April 5, 2023, four consultants attended a mandatory pre-proposal meeting held at the project site. Two proposals were received through PlanetBids by the bid due date of May 24, 2023. Proposals were evaluated on five criteria as outlined in the Request for Proposals. The criteria were Completeness of Response, Qualification of Firm, Qualification of Personnel, Work Plan/ Project Understanding, and Approach and Value.
Based on review of the proposals the Albert A. Webb Associates (Webb) team exhibits the essential skills, experience, and staffing required for the successful execution of the project's scope of work. In their statement of qualification, Webb staff showed a clear understanding of the scope of work for the project and showed that they have successfully completed such projects. The Engineering Partners, Inc. statement lacked project/scope of work understanding.
Staff recommends awarding the professional services agreement to Webb for the design and engineering services of WRF2 and SDO Lift Station Generator Replacement Project, in the amount of $343,160. Further, staff will work with Webb to determine the best replacement plan for the SDO Lift Station generator to ensure the new generator can be transferred to the site of the future SDO Lift Station.
FINANCIAL IMPACT:
Funding for the recommended action is available in the FY 2024 Capital Improvement Project Budget for WRF2 Generator Replacement Project No. UT-2023-12 and SDO Lift Station Generator Replacement Project No. UT-2023-10 in the Sewer Utility Fund 572.
ENVIRONMENTAL ANALYSIS:
This action is exempt pursuant to Section 15061(b)(3) of the Guidelines for the California Environmental Quality Act (CEQA), which states that a project is exempt from CEQA if the activity is covered by the common sense exemption that CEQA applies only to projects that have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. This action involves design work for replacement of existing generators and there is no possibility that approving this project will have a significant effect on the environment. Therefore, no environmental analysis is required.
