EXECUTIVE SUMMARY:
This staff report asks the City Council to award Request for Proposals 23-017AC to Onward Engineering for design services and project management for the Sidewalk Gap Closure at East Chase Drive and Smith Avenue Project. The project will improve Corona’s multimodal transportation system by installing missing sidewalks and accessible curb ramps for pedestrians.

Recommended action
That the City Council:
a. Award Request for Proposals 23-017AC titled Design Services and Project Management - Sidewalk Gap Closure at East Chase Drive and Smith Avenue to Onward Engineering of Anaheim, CA.
b. Approve the Professional Services Agreement with Onward Engineering for design services and project management for the Sidewalk Gap Closure Project at East Chase Drive and Smith Avenue for a term of March 15, 2023, through May 9, 2024, in the amount of $119,948.
c. Authorize the City Manager, or his designee, to execute the Professional Services Agreement with Onward Engineering, in the amount of $119,948, including any non-substantive extensions, change orders, purchase orders, and amendments up to 10% or $11,995 as authorized in Corona Municipal Code 3.08.070(I).

BACKGROUND & HISTORY:
On April 29, 2021, the City of Corona Public Works staff applied for grant funding under SB 821 Bicycle and Pedestrian Facilities Program to construct missing sections of sidewalk, curb-and-gutter, and accessible curb ramps in compliance with the Americans With Disabilities Act of 1990. City was awarded $432,500 by the Riverside County Transportation Commission. The City will provide $76,500 as a local match to implement the street improvements with a condition to complete the Project within thirty-six (36) months from March 1, 2022.
The Sidewalk Gap Closure at East Chase Drive and Smith Avenue Project will design and construct missing sidewalk segments, implement accessible curb ramps along the south side of Chase Drive between Gilbert Avenue and Thacker Drive, which includes a portion of the west side of Thacker Drive, and along the east side of Smith Avenue south of the State Route (SR) 91 freeway.
ANALYSIS:
The Sidewalk Gap Closure at East Chase Drive and Smith Avenue Project meets various goals of the City’s Strategic Plan by providing sound infrastructure and investment in public facilities, and providing safe and accessible pedestrian facilities to the community that enhances the mobility of residents and visitors. The Project further aims to improve Corona’s multimodal transportation network by installing missing sidewalks and accessible curb ramps for pedestrians.
On October 7, 2022, RFP 23-017AC was advertised on the PlanetBids web portal and published in the Sentinel Weekly. Five (5) proposals were received through the PlanetBids web portal.

Based on the proposal evaluation analysis, Onward Engineering possesses the skills and experience necessary to execute the scope of work for the Project successfully. Staff recommends awarding the contract to Onward Engineering.
FINANCIAL IMPACT:
There is an existing Capital Improvement Project (CIP) titled “Sidewalk Gap Closure at East Chase Drive and Smith Avenue,” Project No. 77190. This CIP has an available balance of $500,250, which is sufficient for the contract to be awarded in the amount of $119,948.
ENVIRONMENTAL ANALYSIS:
This action is exempt pursuant to Section 15061(b)(3) of the Guidelines for the California
Environmental Quality Act (CEQA), which states that a project is exempt from CEQA if the activity is covered by the commonsense exemption that CEQA applies only to projects that have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. The requested actions is for engineering and design consulting services for the “Sidewalk Gap Closure at East Chase Drive and Smith Avenue” Project, and there is no possibility that these actions will have significant effect on the environment. Therefore, it follows that no environmental analysis is required.
