EXECUTIVE SUMMARY:

This staff report asks the City Council to provide direction on Councilmember Casillas’ request to amend the previously approved Co-Sponsorship for the Corona Chamber Foundation to include the use of two city light towers for their 9/11 Patriot Day event occurring on September 11, 2024, at the Historic Civic Center front lawn.

 

RECOMMENDED ACTION:

Recommended action                     

That the City Council consider the request to amend the Corona Chamber Foundation’s previously approved Co-Sponsorship for their 9/11 Patriot Day event to include the use of two city light towers per the guidelines of the Community Events Co-Sponsorship Program Funding Policy (7400.003).

BACKGROUND & HISTORY:

The Community Events Co-Sponsorship Program is intended to facilitate Corona-based non-profit community events open to the public through a one-time fee waiver or in-kind assistance for City staff time and resources. Requests for these funds are intended to be one-time only, and meet the following criteria of the program policy:

 

1.                     Promote the City of Corona as a desirable place to live, visit or do business.

2.                     Promote the City of Corona as a visitor destination and/or bring tourism-associated revenue to the City.

3.                     Enhance the quality of life and well-being of the residents of the City of Corona.

4.                     Advance the City’s commitment to, and pride in, being a multicultural community.

5.                     Encourage the development of neighborhood identity and pride.

6.                     Promote cultural and artistic awareness in the community.

 

Applications for Phase I of the Co-Sponsorship Program for events taking place from July 1 through December 31, 2024, were made available to the community in February 2024. The application period closed on February 29, 2024, with 13 requests received.

 

On May 1, 2024, the City Council approved the Phase I requests, including the Corona Chamber Foundation’s request of $980 to cover the permit fees and staff time associated with using the Historic Civic Center front lawn to host a 9/11 Patriot Day ceremony for the community.

 

Following the City Council’s approval of the Phase I Co-Sponsorship Program requests, the Corona Chamber Foundation expressed an additional need to cover the expense associated with using two light towers for their event.

 

ANALYSIS:

The Corona Chamber Foundation has requested that their previously approved Co-Sponsorship request be amended to include the in-kind use of two city light towers to assist with staging 2,977 American flags on the Historic Civic Center Lawn. Staging is planned to take place the evening before and the early morning hours before the event, which is planned to take place on September 11, 2024, at 5:00 a.m.

 

FINANCIAL IMPACT:

There is no financial impact associated with this request.

 

ENVIRONMENTAL ANALYSIS:

This action is exempt pursuant to Section 15061(b)(3) of the Guidelines for the California Environmental Quality Act (CEQA), which states that a project is exempt from CEQA if the activity is covered by the commonsense exemption that CEQA applies only to projects that have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. This action strictly pertains to the Co-Sponsorship Program and standard City operations and there is no possibility that approving this project will have a significant effect on the environment. Therefore, no environmental analysis is required.
