City Council consideration of acceptance and appropriation of a service agreement with the Corona Norco Unified School District via the Proposition 47 Grant Program Safe Neighborhoods and Schools Act to fund a Community Services Officer II and Police Department General Assistant.

EXECUTIVE SUMMARY:
The Corona Norco Unified School District has been awarded a Proposition 47 Grant and wishes to enter into a service agreement with the City of Corona to provide funding for a Community Services Officer II and a Police Department General Assistant within the Police Department's Youth Diversion Program from January 2023 through March 2026.
RECOMMENDED ACTION:
Recommended action
That the City Council:
a. Authorize the acceptance of Proposition 47 Grant Program funds from Corona Norco Unified School District not to exceed $117,996 per year for a three-year period, totaling $344,248 to the General Fund.
b. Authorize the continuance of one Community Services Officer II position, range G108 (1-5), ($4,037 - $4,907) with three years of budget offset by the above-mentioned grant.
c. Authorize one Police Department General Assistant position, range T034 (1-5), ($2,791 - $3,392), with three years of budget offset by the above-mentioned grant.
d. Approve an agreement with the Corona Norco Unified School District identifying grant objectives and reimbursement of the Community Services Officer II and a Police Department General Assistant position for the three-year period, and authorize the Mayor to sign the agreement.
e. Appropriate $53,720 from the unappropriated General Fund balance to be reimbursed from Corona Norco Unified School District, based on pro-rated needs for January 18, 2023, through March 2, 2026, and increase the General Fund revenue by this amount.
