RESOLUTION AUTHORIZING THE SUBMITTAL OF APPLICATIONS FOR ALL CALRECYCLE GRANTS FOR WHICH THE CITY OF CORONA IS ELIGIBLE

EXECUTIVE SUMMARY:
This staff report asks the City Council to adopt a Resolution that will allow the City to submit applications to the Department of Resources Recycling and Recovery (CalRecycle) for all grants that the City is eligible for over the next five years.

RECOMMENDED ACTION:
Recommended action
That the City Council:

a. Adopt Resolution No. 2003-114, authorizing the submittal of applications for all CalRecycle Grants for which the City of Corona is eligible.

b. Authorize the City Manager, or his designee, to execute any documents necessary to implement and secure payment.

c. Authorize an appropriation to the Utilities Department operating budget as part of the Solid Waste & Recycling Program and an estimated revenue increase of approximately $275,781, actual costs to be determined, to the Residential Refuse and Recycling Fund (260).

BACKGROUND & HISTORY:
Senate Bill (SB) 1383 went into effect on January 1, 2022, and requires jurisdictions to reduce organic waste disposal in landfills by 75% by the year 2025 based on 2014 disposal levels. SB 1383 requires that all local businesses and residents sort their organic waste, including food waste and green waste, from their trash and place it into an organic waste container. Additionally, SB 1383 also requires jurisdictions to educate its residents and businesses on this requirement, procure recovered organic waste products such as compost, establish an Edible Food Recovery Program, and implement new measures for reducing contamination in their waste streams, to name a few.
