Title
City Council consideration to accept the work by Sukut/Flatiron JV Construction Company, and approve the Notice of Completion for construction of the Foothill Parkway Westerly Extension Project, No. 04-396B.

RECOMMENDED ACTION:
Recommended action
That the City Council:
1. Accept the work constructed by Sukut/Flatiron JV Construction Company for construction of the Foothill Parkway Westerly Extension Project, No. 04-396B.
2. Authorize the Mayor to sign the Notice of Completion.
3. Direct the City Clerk to record said Notice of Completion within ten days at the Office of the County Recorder of Riverside County, as required by Section 3093 of the California Civil Code.

ANALYSIS:
The Foothill Parkway Westerly Extension Project completed the remaining portion of Foothill Parkway between Trudy Way and Green River Road. This project included grading; construction of a four-lane asphalt roadway, curb and gutter, and drainage systems; installation of three traffic signals at Mangular Avenue, Border Avenue, and Paseo Grande; and construction of a cast-in-place concrete bridge, which spans over the Metropolitan Water District transmission water line near the west end of the project.
Work was substantially completed on December 5, 2016, and fully completed on April 28, 2017, to the satisfaction of the Public Works Director in accordance with the Plans and Specifications, and other contract documents. Public Works Inspection staff has inspected the work, and recommends acceptance.
The City will release the balance of the contract retention within 30 calendar days from the date of recording the Notice of Completion, providing that there are no Stop Notices filed preventing said release.

FISCAL IMPACT:
The final construction contract amount of $44,649,706.87 is within the project budget.
ENVIRONMENTAL ANALYSIS:
An Environmental Impact Report for this project was adopted by City Council on February 4, 2009, pursuant to the California Environmental Quality Act.
