RECOMMENDED ACTION:

Recommended action                     

That the:

 

1.                     City Council award Request for Proposal (RFP) 17-052CA, titled “Construction Management and Inspection Services for the Resin Treatment of Nitrate Sources Wells 32 & 33 Equipping Project” to Dudek in the amount of $292,000.00, and waive any and all minor irregularities in the proposal.

 

2.                     City Council authorize the City Manager, or his designee, to execute a Professional Services Agreement with Dudek in the amount of $292,000.00, and approve necessary change orders and/or amendments up to the amount provided by Corona Municipal Code Section 3.08.070(I)

 

3.                     City Council authorize the Purchasing Agent to issue a purchase order to Dudek in the amount of $292,000.00.

 

4.                     Corona Utility Authority review, ratify, and to the extent necessary, direct that the City Council take the above actions.

 

 

 

Body

ANALYSIS:

The Well 32 & 33 Drilling and Construction Project included the drilling of two new potable water production wells at the Home Gardens County Water District Headquarters site, which is located at 3822 Grant Street in the Home Gardens area.  Work was completed in March 2017 to the satisfaction of the District Engineer, in accordance with the Plans and Specifications, and other contract documents. The Notice of Completion was recorded at the County of Riverside on April 20, 2017.

 

The Department of Water and Power desires to commence the Well Equipping Project to make beneficial use of the newly constructed wells.  The long-term sustainable yield at Well 32 is estimated to be in the range of 150-200 gallons per minute (GPM) in a deeper, confined aquifer.  The long-term sustainable yield at Well 33 is estimated to be 1,250 -1,500 GPM in a shallower, unconfined aquifer. The proposed current project will equip Well 33, and provide the utility infrastructure to equip Well 32 in the future.

 

The Resin Treatment of Nitrate Sources Wells 32 & 33 Equipping Project will construct well pumping and mechanical equipment, underground utilities, a new well house, and site improvements at the well site located at 3822 Grant Street in the unincorporated area of Riverside County known as Home Gardens.

 

The proposed project will deliver water through the Home Gardens Water District Well Collection Project, scheduled to start construction in June 2017, to the Resin Treatment of Nitrate Sources Ion Exchange Water Treatment Plant, currently in construction in the northeast corner of City Park at Quarry Street and Rimpau Avenue, as part of a long-term strategy to develop additional local groundwater supplies.  The project is partially funded by a Proposition 50 grant from the State Water Resources Control Board, with completion required by September 30, 2018.

 

On April 14, 2017, RFP 17-052CA “Construction Management and Inspection Services for the Resin Treatment of Nitrate Sources Wells 32 & 33 Equipping Project, No. 70330507” was formally advertised in the Sentinel Weekly News, and was posted on the City of Corona website.  On May 11, 2017, three (3) proposals were received and reviewed by a panel of City staff for consultant qualifications and determination of the final candidates.

 

Staff believes that the Dudek team possesses the skills and experience necessary to successfully execute the project scope of work. The project Construction Manager has more than 20 years of experience, including extensive construction management and inspection of water and wastewater construction, and has successfully performed construction management and inspection services for the City of Corona Ahmanson Lift Station, and the Resin Treatment of Nitrate Sources Ion Exchange projects.

STRATEGIC PLAN:

This item supports the City’s Strategic Plan Goal 1:  Promote Public Safety: Protect our Residents and Businesses; Objective c: Ensure adequate funding for investments and improvements in infrastructure that support public safety. The recommended action will help achieve these goals by expanding infrastructure to increase the use of local groundwater supply to provide greater reliability and less dependence on imported water, and improving water quality.

 

FISCAL IMPACT:

Funding for the Resin Treatment of Nitrate Sources Wells 32 & 33 Equipping Project (CIP No. 70330) was included in the  Fiscal Year 2016-17 Capital Improvement Project Budget in the amount of $3,968,259.72.  Current available appropriation for this project is approximately $2,500,000.00, which is sufficient to cover the requested purchase order.

 

ENVIRONMENTAL ANALYSIS:

No environmental review is required because the proposed action is not a project governed by the California Environmental Quality Act.
