RECOMMENDED ACTION:

Recommended action                     

That the City Council:

 

1.                     Adopt Resolution No. 2017-109, authorizing submittal of application for all CalRecycle grants for which the City of Corona is eligible.

 

2.                     Approve the submittal of a grant application for all CalRecycle grants for which the City of Corona is eligible.

 

3.                     Authorize the Public Works Director, or his designee, to execute grant applications and documents for all CalRecycle grants for a period of five years.

 

Body

ANALYSIS:

The California Department of Resources Recycling and Recovery (CalRecycle) offers the Rubberized Pavement (Pavement) Grant Program pursuant to Sections 42872, 42872.1, and 42873 of the Public Resources Code.  The purpose of this grant is to promote markets for Rubberized Asphalt Concrete (RAC) products with crumb rubber derived from only California-generated waste tires.  The program is designed to encourage first-time or limited users of rubberized pavement in two project types;  RAC Hot-Mix and Rubberized Chip Seal.

 

The City of Corona, Public Works Department received notice of funding availability for the Rubberized Pavement Grant Program on July 24, 2017, from CalRecycle. Approximately $7,750,000 is available for Fiscal Year 2017-18 for this grant solicitation.  In accordance with CalRecycle guidelines, the City of Corona is eligible to apply for approximately $291,705 for Fiscal Year 2017-18.   Applicants that have been awarded pavement grants are not eligible to apply in the following fiscal year.  The applications for this competitive grant opportunity are due on November 2, 2017, and the  anticipated date of grant approval is December 2017.  This is a new funding opportunity for the City of Corona, Public Works Department.  Funds are available to cover the cost difference between the use of RAC and conventional asphalt concrete.  RAC material is considered more durable than conventional asphalt concrete, and is known to reduce roadway noise levels by an average of seven to nine decibels. 

 

The grant funds will help recover part of the construction cost for the Street Pavement and Rehabilitation Project using RAC material. 

 

The Public Works Department has identified the following streets as eligible and appropriate to be rehabilitated using RAC material: Foothill Parkway between Trudy Way and I-15 freeway; Green River Road between the State Route 91 westbound off-ramp and the westerly City limit; Crestridge Drive between Green River Road and Prado Road; and Prado Road between Crestridge Drive and its terminus. The estimated project construction cost is $2,828,000.

 

To receive these funds, the grant application procedures require City Council authorization by resolution and the designation, by job title, of the individual authorized to execute all grant documents. 

 

The Public Works Department requests that the City Council authorize the Public Works Director, or his designee, the authority to execute, in the name of the City of Corona, all grant documents including but not limited to applications, agreements, amendments, and requests for payment necessary to secure grant funds and implement the approved grant project.  In doing so, the Public Works Department will be authorized to apply for additional RAC Grants for a time period not to exceed five years.

FISCAL IMPACT:

The City is anticipated to receive approximately $291,705 in RAC funds from the Fiscal Year 2017-18 grant submittal.  This grant does not require matching funds.  All grants awarded in the time period not to exceed five years, will come before the City Council as required for appropriation approval.

 

ENVIRONMENTAL ANALYSIS:

This action is exempt pursuant to Section 15061(b)(3) of the Guidelines for the California Environmental Quality Act (CEQA), which states that a project is exempt from CEQA if the activity is covered by the general rule that CEQA applies only to projects that have the potential for causing a significant effect on the environment.  Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA.  This action merely authorizes the submittal of a grant application.
