RECOMMENDED ACTION:

Recommended action                     

That the:

 

1.                     City Council approve and authorize the City Manager or his designees to execute a Funding Agreement with Riverside County Regional Park and Open-Space District (District), in the amount of $320,000, to reimburse the City for the Santa Ana River Trail Staging Area Sewer Extension Project.

 

2.                     City Council approve an appropriation and revenue estimate increase in the amount of $320,000 within the Water Reclamation Grant/Agreement Fund for a newly created Capital Improvement Project titled “Santa Ana River Trail Staging Area Sewer Extension Project.”

 

3.                     City Council authorize a transfer in the amount of $21,000 within the Reclaimed Water Utility Fund from the River Road Reclaimed Water Line - Corydon-Lincoln Capital Improvement Project to the newly created Capital Improvement Project titled “Santa Ana River Trail Staging Area Sewer Extension Project.”

 

4.                     City Council authorize the City Manager or his designees to execute and accept a Temporary Construction Easement Deed from the Orange County Flood Control District for the Santa Ana River Trail Staging Area Sewer Extension Project.

 

5.                     Corona Utility Authority (CUA) review, ratify, and to the extent necessary, direct that the City Council take the above actions.

 

Body

ANALYSIS:

The Water Resources Development Act of 1986, Public Law 99-662, authorized construction of certain flood control improvements on the Santa Ana River and Santiago Creek, including improvements to the Prado Dam and Basin (Prado Dam), and the Phase II construction of the Auxiliary Embankment.  These improvements will add roughly 640 feet of length and 25 feet of height to an existing earth embankment.  All improvements are within, and adjacent to, approximately 18.2 acres of land owned by the Orange County Flood Control District, and within the jurisdictional boundaries of the City of Corona (City).

 

In order for the Orange County Flood Control District (OCFCD) to proceed with the Prado Dam improvements, the City must relocate the existing City-owned cathodic protection equipment, and concrete encase existing waterline and sewer pipe located within the Prado Dam area owned by OCFCD, hereinafter referred to as “City Project.”  The estimated cost to relocate necessary City-owned facilities is $21,000.

 

At the District’s request, the City will also replace an existing public sewer manhole, and install a sewer stub and line extension as part of the City Project.  These additional improvements will serve a future District facility that will be located along the Santa Ana River Trail.  The District will reimburse the City for all costs associated with the additional work being performed at their request.  The estimated cost for the additional work requested by the District is $320,000.

 

The recommended Funding Agreement will enable the City to be reimbursed for all costs associated with the additional improvements requested by the District.

FISCAL IMPACT:

The recommended action will result in an appropriation and revenue estimate increase of $320,000 within the Water Reclamation Grant/Agreement Fund (Fund 573), which will be reimbursed by the District in accordance with the Funding Agreement;   and a transfer of $21,000 within the Reclaimed Water Utility Fund (Fund 567) from the River Road Reclaimed Water Line - Corydon-Lincoln Capital Improvement Project to the newly created Capital Improvement Project titled “Santa Ana River Trail Staging Area Sewer Extension Project” to fund the relocation of existing City-owned facilities within the Prado Dam area owned by OCFCD.

 

Upon approval of Recommended Actions 2 and 3, funding for this project will be available in the Fiscal year 2017-18 Capital Improvement Project Budget as follows:

ENVIRONMENTAL ANALYSIS:

This action is exempt pursuant to Section 15061(b)(3) of the Guidelines for the California Environmental Quality Act (CEQA), which states that a project is exempt from CEQA if the activity is covered by the general rule that CEQA applies only to projects that have the potential for causing a significant effect on the environment.  Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA.  This action merely approves a Funding Agreement, and there is no possibility that approving this agreement will have a significant effect on the environment.  Therefore, no environmental analysis is required.
