RECOMMENDED ACTION:
Recommended action
That the:
1. City Council appropriate $325,000 from the available working capital in the Water Utility Fund balance to fund a newly created Capital Improvement Project titled “Hayden Avenue and Howe Street Waterline Replacement Project.”
2. Corona Utility Authority (CUA) review, ratify, and to the extent necessary, direct that the City Council take the above action.

ANALYSIS:
The Hayden Avenue and Howe Street Waterline Project will include construction of new 8-inch ductile iron potable water distribution pipe in Hayden Avenue from Nelson Street to Howe Street and in Howe Street from Hayden Avenue to an existing zone isolation valve approximately 430 feet south of Hayden Avenue. The project location and limits are shown on Exhibit “A.”
The City desires to replace an existing 6-inch diameter asbestos cement waterline in Howe Street prior to construction of street improvements. The existing 6-inch asbestos cement pipe constructed in 1977 currently serves several customers with 1060-Zone water, requiring the customers to use individual booster pumps to increase pressure for beneficial use. The proposed waterline alignment will connect to 1220-Zone waterlines in Nelson Street and Howe Street and eliminate the need for privately owned booster pumps at the services currently connected to the 1060-Zone distribution system. Delivery of fire flows will be improved by the proposed 8-inch waterline connected to the 1220-Zone distribution system.
The project will include construction of approximately 750 lineal feet of new 8-inch ductile iron waterline, including all necessary water distribution line connections, fire hydrants, water service reconnections, and related work.
The recommended appropriation will allow the project design to begin in March 2018 with construction to follow the completion of the design and prior to construction of street improvements.

STRATEGIC PLAN:
This project will achieve one of the City’s six strategic plan goals: 1. Promote Public Safety; Objective C: Ensure adequate funding for investments and improvements in infrastructure that support public safety. Construction of this project will result in the construction of infrastructure and improvements that contribute to the safety of Corona residents by providing reliable and clean drinking water that promotes public health.
FISCAL IMPACT:
The recommended action will result in an appropriation of $325,000 from the available working capital in the Water Utility Fund to fund a newly created Capital Improvement Project titled “Hayden Avenue and Howe Street Waterline Replacement Project.”
