RECOMMENDED ACTION:
Recommended action
That the:
1. City Council appropriate $218,100 in the Water Utility Fund to the Capital Improvement Project (CIP) entitled SCADA Panel Replacement, CIP 6982.
2. City Council authorize an Exception to Bidding pursuant to Municipal Code Section 3.08.140 (E) to Center Electric of Riverside, CA in the amount of $250,000 for SCADA-related electrical services and authorize the General Manager to execute the Eighth Amendment with Center Electric with a total compensation amount of $425,000 for Fiscal Year 2017-18.
3. City Council authorize the General Manager and City Attorney to negotiate and execute any extensions and/or amendments to this agreement which are either non-substantive or otherwise in compliance with the City Council’s actions hereunder, including the determination and implementation of any termination or mutually acceptable extensions to the Agreement.
4. City Council authorize the Purchasing Agent to issue purchase orders in accordance with the duly authorized and executed agreements, change orders, amendments and renewals.
5. Corona Utility Authority (CUA) review, ratify and to the extent necessary direct that the City Council take the above actions.

ANALYSIS:
The Department of Water and Power (DWP) has been implementing a phased approach to upgrade the supervisory control and data acquisition (SCADA) system throughout DWP’s treatment plants and remote facilities. The SCADA systems enables DWP to monitor and control plant operations remotely. The remote monitoring increases the operational efficiency of DWP by reducing time and efforts. The existing systems are aged and becoming unserviceable. As such, DWP has spent the last three years installing upgraded SCADA panels and programming at the plants and remote facilities. DWP is currently working on three major projects and upgrades. While preparing the budget for Fiscal Year FY 2017-18, DWP anticipates completion of these projects in 2017/2018. DWP has made significant progress and is ahead of schedule but has exhausted the funds available to complete this work. DWP is requesting an appropriation of $218,100 from Water Fund Balance to the Capital Improvement Project entitled SCADA Panel Replacement.
• Sierra Del Oro Treatment Plant - The Sierra Del Oro Treatment plant is one of the City’s two surface water treatment plants. A significant portion of this work has been completed but this project cannot be finished because the funding has been exhausted. DWP is requesting an additional $75,000 for this project to complete the project.
• Temescal Desalter - The Temescal Desalter treats some of the City’s groundwater for dissolved solids and salts. To upgrade the Temescal Desalter, DWP will need to upgrade the SCADA systems at the well sites that provide water to the Desalter. The estimated cost is $73,100 per well for the first three wells and the remaining wells will have a lower cost because the programming will be less extensive. DWP is requesting $73,100 for the first well.
• Data Concentrator Programmable Logic Controller (PLC) - the system-wide SCADA upgrades require updates to the City’s radio systems which require the installation of a Data Concentrator PLC to control and manage the communications between sites. This project has been partially completed, an additional $70,000 is necessary to complete the programming and start the installation.
Upgrading the SCADA system includes the following activities:
• Writing the PLC program;
• Upgrading the radio and communication process;
• Creating a list of needed inputs and outputs to operate the facility;
• Building a panel that includes the PLC, radio equipment, input and output cards, and other ancillary items needed to operate the facility;
• Installing the panel and landing all the control wiring to the new panel;
• Confirm radio communications with other facilities and remote sites; and
• Testing and retesting each input and output and all process logic.
DWP does this work primarily through contractors who have worked with the City’s proprietary and confidential SCADA system for over a decade. Each project requires radio work, PLC programming and start up support, PLC parts and equipment, and PLC panel building and electrical controls.
Center Electric has provided SCADA-related electrical services to the City for over ten years. This contractor has a proven record of providing fast and reliable service to the City and their work is always of the highest quality which is imperative when working on the SCADA system. Center Electric is the only electrician with first-hand knowledge of the Corona SCADA Standards and have built all of the utility’s upgraded PLC panels. Center Electric previously participated in a bidding process for electrical services; however, that bid expired at the end of FY 2016-17. Their current agreement and purchase order was issued in the amount of $175,000 and it has been almost completely exhausted for this fiscal year. The Purchasing Division is working on bidding City-wide electrical services for a variety of electrical needs but conducting this bid will be a lengthy process. DWP has an immediate need to utilize Center Electric through the rest of FY 2017-18 and is requesting an Exception to Bid to increase Center Electric’s existing purchase order and agreement from $175,000 with an additional $250,000 in funding for a total agreement amount of $425,000. This additional money will be used for emergency electrical work as it relates to the SCADA system and to build the PLC panels for the three projects listed above.
