SUBJECT:
Title

End
RECOMMENDED ACTION:
Recommended action
That the City Council adopt Resolution No. 2018-013, authorizing the Public Works Director or designee to execute and file applications, funding agreements, revisions, if required, and all necessary supporting documents for the Low Carbon Transit Operations Program (LCTOP) with the California Department of Transportation.
Body
ANALYSIS:
The LCTOP provides operating and capital assistance for transit agencies to reduce greenhouse gas (GHG) emissions and improve mobility, with a priority of serving disadvantaged communities.
Senate Bill 862 (SB862) established the Transit Affordable Housing and Sustainable Communities Program, which appropriates proceeds to the Greenhouse Gas Reduction Fund for the LCTOP. These funds are distributed to eligible transit agencies based upon a specific formula. The City of Corona has been allocated $4,471 of LCTOP funds, plus an additional contribution of $174,805 from the Riverside County Transportation Commission.
Staff proposes to use these funds to offset the operating costs associated with the addition of Fixed Route bus services and a Free Fare Program. These programs will support the City’s efforts to increase bus frequency, increase ridership, and to reduce GHG emissions.
COMMITTEE ACTION:
Not applicable.
STRATEGIC PLAN:
This item supports the City’s Strategic Plan Goal 5: Improve Circulation and Reduce Traffic; Objective a: Proactively work with local and regional transportation agencies to develop opportunities to reduce traffic, improve local circulation and improve regional roadways by coordinating funding through the Regional Transportation Planning Agency (Riverside County Transportation Commission) to maintain and enhance the City’s local public transit service. The Corona Cruiser transports approximately 9 passengers per revenue hour, which reduces the number of automobile trips required to make the same trip if not taken on public transit bus. Fewer automobile trips reduce congestion and promote better local circulation.
FISCAL IMPACT:
Staff will return to City Council for approval of appropriations and revenue increases in the Transit Services Fund upon final approval of the City’s application.
ENVIRONMENTAL ANALYSIS:
This action is exempt pursuant to Section 15061(b)(3) of the Guidelines for the California Environmental Quality Act (CEQA), which states that a project is exempt from CEQA if the activity is covered by the general rule that CEQA applies only to projects that have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA.
